Procurement Manager - Public Health

Belmont Recruitment are currently looking for a Procurement Manager to join Bradford Council's Public Health Team on an initial 3-6 month temporary contract. This is a full-time role working 37 hours per week, Monday to Friday.
Key Responsibilities
- Lead, develop and manage an effective strategic procurement team, including procurement professionals working across different departments.
- Provide strategic procurement advice and support for high-value and complex projects.
- Develop and implement procurement strategies, policies and approaches across the organisation.
- Provide expert advice on public sector procurement legislation, governance, contract standing orders and financial regulations.
- Lead procurement programmes and projects, working with multidisciplinary teams and senior stakeholders.
- Develop business cases, procurement and contract documentation and supporting information.
- Oversee procurement analysis, sourcing strategies, cost modelling and market intelligence.
- Support the organisation in achieving value for money, continuous improvement and best practice.
- Build effective relationships with service managers, commissioners, suppliers, partners and senior stakeholders.
Requirements:
- Strong experience within strategic/public sector procurement in a Public Health Department
- Detailed knowledge of public sector procurement legislation, governance, financial regulations and contract standing orders.
- Experience developing and implementing procurement strategies and policies.
- Strong understanding of markets, contract forms, contract management and commercial risk.
