Summary
Our client within the Transport industry is seeking an experienced and commercially focused Procurement Manager to join their Procurement team and play a key role in shaping how a leading transport organisation procures the goods and services required to support its ongoing operations.
This permanent full-time position is based in London with hybrid working available (3 days per week onsite) and offers the opportunity to deliver strategic procurement activity across a complex, highly regulated environment.
The successful candidate will manage end-to-end procurement projects across a diverse range of categories, working closely with operational, engineering, finance and commercial teams to deliver value, efficiencies and strong contractual outcomes.

Purpose
The Procurement Manager will be responsible for delivering compliant, commercially focused procurement activity across a wide range of direct spend categories.
Working as part of the Procurement function, this role will lead tendering activity, develop procurement strategies, provide specialist advice and support effective contract management, ensuring procurement activity delivers value while meeting regulatory and governance requirements.
Main Duties and Responsibilities
- Lead end-to-end procurement activity across a range of goods and services within a complex transport environment.
- Develop and deliver procurement strategies aligned with business objectives and operational requirements.
- Manage tender processes from initial requirements gathering through to contract award.
- Partner with stakeholders across Engineering, Infrastructure, Operations, Commercial, Communications, HR and Finance to deliver effective procurement solutions.
- Provide expert guidance on procurement processes, governance, legislation and best practice.
- Support the creation of business cases, procurement pipelines and sourcing plans.
- Negotiate commercial agreements and contracts to achieve value, efficiency and strong supplier outcomes.
- Work collaboratively with contract managers and suppliers to support effective contract performance.
- Identify opportunities for cost savings, supply chain improvements and social value benefits.
- Ensure procurement activity remains compliant with relevant legislation, including public sector procurement requirements and Utilities Contracts Regulations.
- Utilise e-tendering systems and procurement tools to manage procurement activity effectively.
- Produce procurement reports, analysis and updates for key stakeholders.
- Contribute to continuous improvement initiatives across procurement processes and ways of working.
Skills and Abilities
- Proven experience within a procurement, commercial or contract management role.
- Experience managing procurement activity within a public sector, transport, utilities, infrastructure or similarly regulated environment.
- Strong understanding of procurement legislation, governance and compliance requirements.
- Experience managing end-to-end tender processes and supplier negotiations.
- Knowledge of contract law, contractual documentation and post-contract management.
- Experience using procure-to-pay (P2P) systems and e-tendering platforms.
- Strong stakeholder management skills with the ability to influence and build relationships across all levels.
- Excellent organisational skills with the ability to manage multiple procurement projects simultaneously.
- Strong analytical ability, including producing procurement reports and supply chain insights.
- Commercially minded with a focus on delivering value and continuous improvement.
Education, Qualifications and Experience
- MCIPS qualification or equivalent procurement qualification is desirable.
- Experience working within a regulated, public sector or complex commercial environment.
- Understanding of procurement governance, supplier management and contractual processes.
