Sheer Jobs Limited is recruiting an experienced Interim Programme Lead – Children’s Social Care Transformation to lead a major, high-profile transformation portfolio within a large local authority.
This is a senior leadership opportunity for an accomplished transformation professional with substantial experience across Children’s Social Care, Early Help and wider Children’s Services. The successful candidate will take ownership of the day-to-day leadership and delivery of a complex programme of change focused on improving outcomes for children and families while delivering sustainable service and financial improvement.
The Role
You will lead a portfolio of complex transformation programmes covering service redesign, corporate parenting, placement sufficiency, safeguarding, early intervention, family services, efficiencies and strategic partnership working.
Working closely with senior leadership, you will translate strategic priorities into a coherent and deliverable programme of change, establishing strong governance, managing programme risks and ensuring projects deliver measurable improvements in quality, performance, outcomes and value for money.
A significant element of the role will involve financial transformation. You will use data, financial analysis and service insight to identify efficiencies, improve commissioning and placement outcomes, manage competing priorities and ensure transformation activity contributes to wider financial sustainability.
You will also provide visible leadership to Programme, Transformation and Project Managers, operating effectively within a complex matrix environment and working across organisational boundaries with senior internal and external stakeholders.
Key Responsibilities
- Lead the delivery of a large-scale and high-risk Children’s Services transformation portfolio.
- Develop and manage a prioritised programme of change aligned with strategic and financial objectives.
- Drive service redesign and sustainable improvement across Children’s Social Care and Early Help.
- Maintain robust programme governance, risk management, performance reporting and benefits realisation.
- Deliver financial efficiencies through data-led decision-making, cost analysis and service transformation.
- Lead and develop multidisciplinary programme and transformation teams.
- Build effective relationships with senior leaders, Members and strategic partners.
- Drive collaboration across health, education and other agencies to strengthen early intervention and prevention.
- Ensure transformation programmes deliver measurable improvements for children, young people and families.
About You
We are looking for a highly credible senior transformation professional with significant experience leading large-scale change within Children’s Social Care, local government or a closely related environment.
You will have a demonstrable track record of delivering complex transformation programmes that achieve measurable service improvement and financial benefits. Strong programme management, governance, financial and commercial skills are essential.
You should bring direct transformation delivery experience together with a strong consultancy skill set and be confident operating within a senior leadership and matrix environment.
You will need exceptional stakeholder management and influencing skills, with the ability to engage senior leaders and strategic partners while maintaining the pace and accountability required to deliver complex change.
Experience of Children’s Social Care transformation, service redesign, placement/sufficiency programmes, commissioning, early help, financial efficiencies or multi-agency transformation would be particularly valuable.
An Enhanced DBS will be required for the successful candidate.
