The Programme Manager is responsible for leading the successful delivery of strategic programmes comprising multiple interdependent projects and workstreams. Operating within the SPMO, the role ensures programme outcomes, benefits, timescales, budgets and risks are effectively managed whilst maintaining alignment with portfolio priorities and organisational objectives.
The role provides leadership, governance and oversight across programme delivery, working closely with sponsors, business stakeholders, project managers and delivery teams to ensure programme objectives are achieved and benefits are realised.
The Programme Manager will also provide line management, coaching and professional leadership to Project Managers, ensuring consistent delivery standards, capability development and high-quality project execution across the programme portfolio.

- Conduct regular performance reviews and objective setting.

- Ensure consistent adoption of SPMO delivery standards, governance and methodologies.
- Provide mentoring and professional guidance across project management best practices.
- Support recruitment, onboarding and capability development activities.
- Foster a culture of accountability, collaboration, continuous improvement and delivery excellence.
- Monitor workload, wellbeing and performance across the project management team.
- Build a strong delivery community within the SPMO.
- Lead the end-to-end delivery of strategic programmes aligned to organisational objectives.
- Define and maintain programme scope, objectives, delivery plans, milestones and success criteria.
- Develop integrated programme plans incorporating project schedules, dependencies, resources and benefits.
- Ensure programme delivery remains aligned to approved business cases and strategic outcomes.
- Drive programme execution through effective leadership, governance and stakeholder engagement.
- Ensure successful transition of programme deliverables into business-as-usual operations.
- Establish and maintain effective programme governance structures.
- Ensure compliance with SPMO delivery standards, methodologies and controls.
- Produce high-quality programme reporting, providing timely and accurate updates on performance, risks and issues.
- Facilitate programme boards, steering groups and governance forums.
- Escalate programme risks, decisions and issues appropriately.
- Support assurance reviews and delivery health assessments.
- Ensure programme benefits are clearly defined, measurable and aligned to strategic objectives.
- Establish benefits tracking and reporting mechanisms.
- Work with business sponsors and benefit owners to ensure accountability for benefit delivery.
- Monitor achievement of programme outcomes throughout the delivery lifecycle.
- Identify and address threats to successful benefits realisation.
- Develop and manage programme budgets and forecasts.
- Monitor programme expenditure and financial performance.
- Ensure effective financial controls and reporting are maintained.
- Identify and manage financial risks and budget pressures.
- Support investment planning and business case governance.
- Maintain oversight of programme-level risks, issues, assumptions and dependencies.
- Implement proactive mitigation and contingency plans.
- Manage complex cross-project dependencies.
- Ensure programme delivery risks are communicated and escalated appropriately.
- Drive resolution of issues impacting programme performance.
- Build effective relationships with executive sponsors, business leaders, suppliers and delivery teams.
- Influence stakeholders to support programme objectives and decision-making.
- Manage stakeholder expectations and conflicting priorities.
- Provide programme leadership across multiple business and technology functions.
- Ensure clear communication of progress, risks and outcomes.
- Work with Resource Management teams to ensure appropriate programme staffing and capability.
- Identify delivery capability gaps and escalation requirements.
- Manage resource conflicts across programme workstreams.
- Support workforce planning and programme mobilisation activities.
- Significant experience delivering complex programmes within large-scale transformation, technology or business change environments.
- Demonstrable leadership of multiple Project Managers and delivery teams.
- Strong knowledge of programme governance, controls and assurance.
- Experience managing significant budgets, risks and dependencies.
- Proven ability to influence senior stakeholders and sponsors.
- Experience operating within portfolio, programme or PMO environments.
- Strong commercial, financial and delivery management capability.
- Excellent leadership, communication and stakeholder management skills.
- Experience managing programme benefits and business outcomes.
- MSP Practitioner.
- PRINCE2 Practitioner.
- APM PMQ or equivalent.
- Agile, Scrum or SAFe certification.
- Management qualification or people leadership training.
- Experience building or maturing a programme and project delivery capability.
- Familiarity with SFIA, P3M3 or other capability maturity frameworks.
