Project HSE Advisor / Lead (Contract Outside IR35)

Orion Group

Great opportunity to work as a Project HSE Advisor / Lead for a growing Renewable Energy Company, on a flagship large-scale energy storage facility which will be one of the largest long-duration storage projects in Europe.

The Opportunity

We are seeking an experienced and highly motivated HSE Project Lead to join a landmark energy infrastructure project in Scotland. This is a rare opportunity to play a leading role in the safe delivery of one of the UK's most significant energy transition projects, involving complex civil, mechanical, electrical and process engineering construction activities.

Reporting directly to the Project Director, the HSE Project Lead will provide strategic and operational leadership across all aspects of Health, Safety and Environmental management throughout the construction and commissioning phases of the project.

The successful candidate will be a visible leader on site, driving a proactive safety culture, ensuring compliance with statutory requirements and industry best practice, and supporting the delivery of a world-class project with safety at its core.

Key Responsibilities
  • Lead the development and implementation of the project's Health, Safety and Environmental strategy.
  • Act as the project's principal HSE advisor to the Project Director and senior leadership team.
  • Ensure full compliance with UK health and safety legislation, environmental requirements and client standards.
  • Provide leadership and oversight of all contractor HSE activities across the site.
  • Drive a positive safety culture through visible leadership, coaching and engagement with all levels of the workforce.
  • Lead incident investigations, root cause analysis and the implementation of corrective and preventive actions.
  • Develop and monitor HSE performance metrics, reporting progress to project leadership and stakeholders.
  • Manage site assurance programmes including inspections, audits and contractor assessments.
  • Coordinate emergency preparedness, response planning and crisis management arrangements.
  • Lead environmental compliance activities, including monitoring, reporting and stakeholder engagement.
  • Support project planning activities to ensure HSE considerations are integrated into all stages of delivery.
  • Promote continuous improvement and the sharing of lessons learned across the project.
CDM Responsibilities

A critical aspect of this role will be ensuring compliance with the Construction (Design and Management) Regulations 2015 (CDM).
The HSE Project Lead will:
  • Provide expert guidance on CDM compliance throughout the project lifecycle.
  • Work closely with the Client, Principal Designer and Principal Contractor to ensure effective discharge of CDM duties.
  • Review and challenge construction phase plans, design risk management processes and project HSE arrangements.
  • Ensure design risk reviews are undertaken and residual risks are effectively communicated.
  • Monitor contractor compliance with CDM requirements and industry best practice.
  • Support the development and maintenance of the Health and Safety File.
  • Facilitate collaboration between design, construction and commissioning teams to eliminate and reduce risk at source.
Candidate Requirements

Essential
  • NEBOSH Diploma (or equivalent Level 6 qualification).
  • Chartered Membership of IOSH (CMIOSH) or working towards chartered status.
  • Significant experience leading HSE on large-scale construction, energy, industrial, infrastructure or process projects.
  • Demonstrable expertise in CDM 2015 regulations and practical application on major projects.
  • Strong contractor management and stakeholder engagement experience.
  • Proven ability to influence senior leadership teams and drive behavioural safety programmes.
  • Experience managing HSE during complex construction and commissioning activities.
  • Excellent communication, leadership and reporting skills.
Desirable
  • Environmental qualification (IEMA or equivalent).
  • Experience within energy generation, renewables, storage, oil & gas, chemicals, power or heavy industrial sectors.
  • Experience working on EPC, EPCM or multi-contractor project environments.
  • Knowledge of COMAH, process safety or major hazard facilities.
