Our client, a leading provider of facilities services in the UK, is seeking a Project Lead - Centre of Best Practice (COBP) to lead contractual assurance, governance, and compliance activities in support of PFI contract hand back.
Job Description
In this role, you will act as the technical lead for the management of obligations under the Survey Deed, providing subject matter expertise across project agreement obligations, hand back requirements, lifecycle compliance, asset condition validation, and contractual survey outputs.
Working closely with operational, technical, surveying, and commercial teams, you will help ensure assets and services are delivered in accordance with contractual standards at expiry. You will also play a key role in identifying, mitigating, and managing contractual and commercial risks while supporting best practice across contract management and compliance activities.
We are looking for an experienced estates and technical professional with a strong Facilities Management background and healthcare sector experience.
The successful candidate will provide leadership and assurance across contractual compliance activities, supporting service delivery teams in achieving contractual standards and ensuring effective governance throughout the contract lifecycle.
Key Responsibilities
- Lead and maintain a commercial compliance framework across PFI services.
- Act as the subject matter expert for contract management best practice.
- Support the implementation of training and guidance on contract interpretation, SLAs, KPIs, and payment mechanisms.
- Monitor and assure compliance with contractual SLAs and KPIs.
- Conduct audits of service delivery, documentation, statutory compliance, and operational processes.
- Coordinate the review and assurance of contractual survey findings and Survey Deed obligations.
- Identify compliance gaps, risks, non-conformances, and performance failures, supporting the development of improvement plans.
- Review and challenge lifecycle submissions, variations, and commercial proposals, producing compliance reports that highlight risks, trends, and opportunities for improvement.
Person Specification
- Previous experience in a similar role is essential.
- Estates or technical background within Facilities Management (FM).
- Healthcare sector experience is essential.
- Mental health sector experience would be advantageous but is not essential.
- Strong client management and team management skills.
- Ability to work effectively in a busy, fast-paced environment.
- Flexible approach to working hours.
- Strong understanding of contractual compliance, governance, and commercial assurance.
