Job Title: Project Manager (civil engineering)

About the role

Responsible for leading the development and delivery of civil engineering infrastructure, land rights and consent modifications required to support the safe operation and maintenance of transmission assets across the Southwest region.

Key accountability for managing the preparation, coordination and submission of a Material Change application to an existing Development Consent Order (DCO), ensuring compliance with planning, environmental, land, legal, stakeholder and statutory requirements. Acting as the central point of integration between multidisciplinary teams, driving the successful progression and approval of the application through the regulatory process.

Lead the development and delivery of civil engineering solutions, including the design, procurement and construction of permanent and temporary access routes, ensuring safe, sustainable and efficient access to operational assets throughout their lifecycle.

  • Key Accountabilities
  • Support the development, submission and implementation of a Material Change to an existing DCO.
  • Lead the end-to-end delivery of civil works projects associated with access infrastructure and existing transmission assets.
  • Ensure civil works designs remain compliant with DCO requirements, planning commitments and environmental obligations.
  • Manage the design, procurement, construction and handover of permanent and temporary access routes required for operational and maintenance activities.
  • Coordinate multidisciplinary teams, including civil engineering, environmental, consenting, land, commercial and construction specialists.
  • Manage stakeholder engagement activities associated with project delivery and consent modifications.
  • Oversee consultant and contractor performance throughout the project lifecycle.
  • Act as the primary project interface for operational and maintenance teams.

  • Key Responsibilities
  • Deliver civil works solutions to support both the Material Change application and the subsequent detailed design and construction phases.
  • Manage multidisciplinary project teams and external suppliers to achieve cost, schedule and quality objectives.
  • Support DCO Material Change submissions, approvals and implementation activities.
  • Ensure effective engagement with stakeholders, landowners and statutory consultees.
  • Maintain compliance with governance, assurance and regulatory requirements.
  • Provide regular reporting on project performance, risks, opportunities and key milestones.
  • Drive continuous improvement and promote the capture and application of lessons learned across project delivery activities.

  • Essential Experience
  • Significant project management experience within infrastructure, utilities, energy or transmission projects.
  • Proven experience managing civil engineering projects from concept through construction and handover.
  • Experience working within planning, consenting or DCO-regulated environments.
  • Demonstrable experience managing contractors, consultants and multidisciplinary teams.
  • Strong stakeholder management and communication skills.
  • Experience managing project budgets, schedules and risk programmes.

  • Desirable Experience
  • Experience supporting Development Consent Orders (DCOs) or Nationally Significant Infrastructure Projects (NSIPs).
  • Experience delivering operational access infrastructure and maintenance-related civil works.
  • Knowledge of environmental assessment and permitting requirements.
  • Understanding of land rights, easements and stakeholder engagement processes.
