Role Summary
The Project Manager (PM) – TOC Assurance will support the assurance and validation of Target Outturn Cost (TOC) submissions across major heavy civils packages at Sizewell C. This role focuses on detailed commercial and technical review of cost build-ups, procurement strategies, and pre-construction planning to ensure submissions are robust and aligned with programme objectives.
Key Responsibilities

Review TOC submissions, including cost build-ups, assumptions, pricing methodologies, and risk allowances.

Identify cost, commercial, and delivery risks, opportunities, and inconsistencies within contractor submissions.

Support procurement activities through tender evaluation, scope and BoQ reviews, contractor clarifications, and commercial discussions.

Ensure alignment between procurement outcomes and TOC development.

Contribute to cost benchmarking, validation exercises, and cost assurance methodologies.

Monitor commercial performance, cost trends, and emerging risks.

Collaborate with commercial, engineering, and delivery teams, supporting workshops, assurance reviews, and governance processes.

Provide clear analysis, reporting, and recommendations to senior stakeholders.
Here's What You'll Need

Experience in heavy civils or infrastructure projects.

Strong background in quantity surveying, estimating/pre-construction, and commercial management.

Experience with contractors, consultancies, and target cost contracting environments.

Strong knowledge of cost planning, estimating, and infrastructure delivery.

Ability to analyse and challenge complex cost data and submissions.

Excellent commercial judgement, analytical skills, communication, and attention to detail.

Degree-qualified in Quantity Surveying, Commercial Management, Civil Engineering, or similar.

Professional accreditation (e.g., RICS) desirable.
