About the Opportunity:
Operating within our client's rapidly growing Nuclear Power Programmes division, this role supports major clean energy initiatives critical to the UK's long-term energy security and Net Zero targets.
This position is a key client-side assurance role embedded within a major heavy civil infrastructure programme. The focus is on conducting detailed commercial and technical reviews of contractor Target Outturn Cost (TOC) submissions, ensuring that procurement strategies, cost estimates, and pre-construction plans are robust, transparent, and aligned with overall programme delivery objectives.
Key Responsibilities:
TOC Submission Review: Conduct thorough commercial and technical reviews of TOC submissions, including cost build-ups, underlying assumptions, pricing methodologies, and risk allowances.
Risk & Opportunity Identification: Spot potential cost, commercial, and delivery risks, as well as opportunities and inconsistencies within contractor submissions.
Procurement Support: Assist with tender evaluations, scope and Bill of Quantities (BoQ) reviews, contractor clarifications, and high-level commercial discussions.
Commercial Monitoring: Track ongoing commercial performance, cost trends, and emerging risks, ensuring procurement outcomes align with TOC development.
Collaboration & Reporting: Work closely with cross-functional commercial, engineering, and delivery teams; support assurance workshops and governance forums while providing clear data analysis and reporting to senior leadership.
Candidate Requirements:
Industry Experience: Solid background in heavy civils or major infrastructure projects, ideally within a Tier 1 contractor, consultancy, or client-side delivery partner environment.
Commercial Acumen: Strong background in quantity surveying, cost estimating, pre-construction planning, and overall commercial management.
Target Cost Environment: Proven experience working within target cost contracting frameworks and a strong knowledge of infrastructure delivery.
Analytical Skills: Excellent commercial judgement with the ability to analyze, interrogate, and challenge complex cost data and contractor submissions.
Qualifications: Degree-qualified in Quantity Surveying, Commercial Management, Civil Engineering, or a related technical discipline. A professional accreditation (such as RICS) is highly desirable.
