What Are We Looking For?
Due to continued growth, WES, part of the RSE Group, is looking for a Proposals Engineer to join us on a permanent basis at our Basingstoke office. Working as part of the Proposals team, this role will support the development and preparation of technically compliant and commercially competitive proposals and tenders for chemical dosing solutions across the water and utilities sectors.
The Proposals Engineer will work closely with clients and internal teams including Project Delivery, Engineering, Production and Site Operations to understand project requirements, develop appropriate technical solutions and prepare accurate costings and proposal documentation. The role will support opportunities from initial enquiry through the pre-contract process to successful handover, ensuring proposals are practical, deliverable and aligned with client specifications and WES standards.
Some of Your Key Duties Include:
- Prepare technically compliant and commercially competitive proposals, quotations and tender submissions in response to client enquiries.
- Review client specifications, drawings, scopes of work and tender documentation to establish technical requirements and identify any required clarifications.
- Develop appropriate chemical dosing solutions in collaboration with Engineering, Project Delivery, Production and Site Operations teams.
- Prepare accurate project cost estimates and proposal pricing using established standard costs and supplier/subcontractor quotations where required.
- Conduct site assessment visits where required to gather information for accurate proposal development, ensuring proposed solutions reflect site-specific constraints and client requirements.
- Liaise with clients during the proposal process to develop a clear understanding of technical requirements, specifications and expectations.
- Prepare clear proposal documentation detailing scope, technical solution, pricing, assumptions, exclusions and relevant programme requirements.
- Support responses to technical and commercial clarification questions throughout the tender and pre-contract process.
- Coordinate with suppliers and subcontractors to obtain technical information, quotations and lead-time information required to support proposals.
- Ensure proposals are prepared in accordance with WES technical, commercial and compliance requirements and issued within agreed deadlines.
- Maintain accurate records of enquiries, quotations, costings and supporting proposal documentation to ensure effective traceability.
- Support the maintenance and development of standard costs, proposal templates, credentials, case studies and standard product information to improve proposal consistency, quality and turnaround times.
- Support the development and application of standardised and productised solutions across the WES portfolio where appropriate.
- Support the successful handover of secured projects to the Project Delivery team, ensuring relevant technical, commercial and client information is communicated effectively.
- Work collaboratively with colleagues across WES and the wider RSE Chemical and Biological Treatment portfolio, sharing technical knowledge and supporting enquiries where appropriate.
- Maintain awareness of developments within the water industry, client requirements and chemical dosing technologies.
- Ensure all activities comply with relevant Company management systems and procedures, including Health and Safety requirements.
What Do You Need?
- HNC, HND, BEng or equivalent qualification in Electrical, Mechanical, Process or Chemical Engineering, or relevant industry experience.
- Experience within a proposals, estimating, applications, project engineering or similar technical environment.
- Experience within the water, utilities, process engineering, chemical dosing or related engineering sectors would be advantageous.
- Ability to interpret technical specifications, drawings, P&IDs and other engineering documentation.
- Good commercial awareness with the ability to develop accurate cost estimates and understand the commercial implications of technical decisions.
- Good time management, with the ability to multitask, plan and organise workloads while working to multiple tender deadlines.
- Good interpersonal and communication skills, with the ability to work effectively with clients, colleagues, suppliers and subcontractors.
- Strong attention to detail with the ability to produce clear, accurate and professional technical and commercial documentation.
- Driven, proactive and able to work both independently and as part of a multidisciplinary team.
- Full UK Driving Licence.
