Millbank Holdings
Do you have extensive experience implementing ISO 9001:2015, leading audits, and driving supplier quality across complex project delivery and site activities?
This is an opportunity to take ownership of quality assurance and quality control on a high-profile, safety-critical programme—working closely with stakeholders on site, influencing the supply chain, and ensuring standards are met without compromise. If you’re looking for genuine impact and technical challenge, read on and apply now.
The Opportunity
Join a major public-sector infrastructure organisation with a clear transformation vision: to deliver a better estate, a better service and a better business. The culture is mission-driven, focused on professionalism, collaboration and continuous improvement—where learning from experience is actively captured and embedded to strengthen future delivery. You’ll work within an established programme environment with strong governance, high standards, and the chance to influence quality across a critical national capability, without the bureaucracy getting in the way of doing the job properly.
The Role
As Quality Engineer, you will provide QA/QC support and expertise to a project team delivering critical works in a highly controlled operational environment. Typical activities will include:
- Supporting project management and functional leads to implement the required project procedures, processes and plans
- Reviewing enquiry, tender and contract documentation (including ITPs, Quality Plans and specifications) to assure compliance with client and contractual quality requirements
- Attending site regularly to plan and manage inspections and surveillance of supplier QA/QC activities (hybrid: 3 days on site/office, 2 days from home)
- Conducting internal quality and supplier audits/health checks, identifying non-conformance and driving improvement actions
- Monitoring quality performance against agreed KPIs/criteria and escalating areas of concern appropriately
- Overseeing product verification activities, including surveillance of manufacturing/installation, FAT/SAT, and release inspections
- Capturing and tracking quality-related risks and opportunities, NCRs and defect notifications
- Leading quality investigations, root cause analysis, and supplier escalation/intervention where required
- Defining Lifetime Quality Records content and coordinating collation, review and approval of final documentation packs
- Liaising proactively with third parties and Government Quality Assurance Representatives (GQAR) as required
- Proven ability to understand, implement and assure quality management systems aligned to ISO 9001:2015
- Extensive experience in quality engineering delivery within a highly regulated/high-integrity industry (e.g., defence, nuclear, oil & gas, aerospace, pharmaceutical)
- Demonstrable experience delivering quality engineering across multiple projects and domains
- Proficient IT capability across Word, Excel, SharePoint and wider Microsoft tools
- Strong report writing skills, with the ability to communicate clearly to technical and non-technical stakeholders
- SC clearance (or the ability to obtain SC prior to starting)
- Industry-recognised auditor qualification (e.g., ISO 9001 Lead Auditor/Internal Auditor)
- Relevant engineering qualification at HNC level (Level 4+) or equivalent proven experience
- Understanding of naval base environments, nuclear compliance/legislation, and MoD quality requirements (e.g., AQAP 2110/2105)
- Associated professional membership (e.g., CQI/IRCA)
- NDE/NDT qualification (e.g., PCN/CSWIP)
- Experience supporting refurbishment works, fixed cranes, ECI, or mechanical and electrical services
