My client is one of Scotland's largest local authorities with healthy long term capital programs both within housing, education and community facilities.
They have an ambitious housing regeneration project which includes new build and re-modernisation of housing and flatted developments over a 20-year period.
They are currently seeking Quantity Surveyors to join their team on a long-term contract basis.
Part-time and Full-time positions available.
The post is responsible for cost management, procurement, contract administration, payments, and financial control throughout construction projects within a multi-disciplinary environment.
This is a senior professional quantity surveying role focused on delivering public sector housing projects. The successful candidate will combine strong commercial and contractual expertise with project management, stakeholder engagement, procurement, and financial control skills, while ensuring compliance with public sector regulations and governance requirements.
Key Responsibilities
General Duties
- Support the delivery of Planning & Regeneration strategic objectives and business plans.
- Ensure compliance with legislation, regulations, audits, inspections, and council policies.
- Respond to complaints and regulatory enquiries.
- Support project management, risk management, financial governance, and committee work.
- Comply with health and safety legislation and child/adult protection responsibilities.
Specific Quantity Surveying Duties
- Prepare preliminary budgets, cost plans, and monitor project expenditure.
- Assist in identifying effective procurement and sourcing methods.
- Support project delivery in line with council procedures.
- Prepare contract documentation, specifications, bills of quantities, and contract conditions.
- Participate in tender evaluations and prepare tender reports.
- Carry out site measurements and manage contractor payments.
- Control project costs and agree final accounts and contractual claims.
- Assist the Principal Designer in meeting CDM Regulations 2015 obligations.
Essential Requirements
Qualifications
- RICS-accredited degree or degree with relevant postgraduate qualification.
Experience
- Significant experience in quantity surveying within the design and construction sector.
- Experience using computerised billing systems.
- Strong Excel skills.
- Experience in housing and/or public sector environments.
- Knowledge of public sector procurement.
Skills and Knowledge
- Experience working across organisations and with stakeholders.
- Strong project management abilities.
- Financial management and budget control experience.
- High level of ICT proficiency.
This is a hybrid working position with attendance on site and office when required.
