My NHS Client is seeking an experienced and dynamic Senior Capital Programme Manager to lead the development and delivery of a complex and ambitious capital programme that will transform healthcare facilities and services across thier organisation.

This is an exciting opportunity for a highly motivated professional to play a key leadership role in the planning, governance, and delivery of major capital investments, ensuring our estate supports the delivery of safe, efficient, and high-quality patient care.

Working closely with executive directors, clinical leaders, external partners, contractors, and national NHS stakeholders, you will provide strategic leadership across a diverse portfolio of capital projects ranging from infrastructure upgrades and estate modernisation through to major new build developments.

About the Role

As Senior Capital Programme Manager, you will be responsible for:

• Leading the strategic planning, development, and delivery of the Trust's capital programme.
• Managing a portfolio of major capital projects from business case development through to completion and operational handover.
• Ensuring projects are delivered to agreed scope, quality, budget, and timescale targets.
• Providing expert advice on NHS capital planning, business case development, procurement, and programme governance.
• Overseeing project teams, professional advisors, contractors, and consultants.
• Developing and maintaining robust programme controls, risk management frameworks, and assurance processes.
• Ensuring compliance with NHS, statutory, regulatory, health and safety, and governance requirements.
• Supporting the development of Outline Business Cases (OBCs), Full Business Cases (FBCs), and submissions to NHS England and other approving bodies.
• Building strong relationships with clinicians, operational teams, local authorities, Integrated Care Systems, and external stakeholders.
• Providing regular programme reporting to Boards, executive committees, and governance forums.

About You

We are looking for a highly experienced capital professional with a proven track record of delivering large-scale and complex programmes within healthcare, public sector, or similarly regulated environments.

You will demonstrate:

Essential Requirements

• Degree-level qualification in Construction, Engineering, Estates Management, Project Management, Architecture, Surveying, or related discipline.
• Significant experience leading major capital programmes and projects.
• Extensive knowledge of NHS capital planning and business case processes.
• Strong understanding of capital governance, programme management methodologies, and risk management.
• Experience managing multi-million-pound budgets and complex stakeholder relationships.
• Excellent leadership, influencing, and communication skills.
• Experience preparing reports and presenting to senior executives, Boards, and governance groups.
• Knowledge of public sector procurement regulations and construction project delivery.

Desirable

• Chartered status within a relevant professional body (RICS, CIOB, ICE, CIBSE, RIBA, APM or equivalent).
• PRINCE2, MSP, APM PMQ, or equivalent programme/project management qualification.
• Previous NHS or healthcare sector experience.
• Knowledge of NHS Estates and Facilities guidance and capital funding frameworks.
