Senior Engineer (Traffic & Highways)

Our client is seeking an experienced Senior Engineer to join their Highways team. This role will focus on the design, development and delivery of a range of highways, active travel, road safety and public realm improvement schemes. The successful candidate will play a key role in progressing projects from concept through to implementation while supporting wider service objectives.
Key Responsibilities
- Lead and/or assist in progressing engineering schemes in accordance with programmes agreed with the Principal Engineer.
- Manage, design and implement traffic management, road safety, cycle infrastructure, bus priority, liveable neighbourhood, school streets, play streets and public realm enhancement projects.
- Manage and progress civil and highway engineering matters and respond to enquiries and complaints.
- Deliver timely and effective engineering outcomes that support objectives and best value principles.
- Deputise for the Principal Engineer when required.
- Ensure statutory and legal obligations are delivered in a customer-focused manner.
- Represent the organisation as a technical expert on highways and engineering matters.
- Supervise staff when necessary and contribute to training, development and performance management.
- Actively contribute to the development and continuous improvement of the Highways Service.
Technical Requirements
For the first 3-5 months, the successful candidate will primarily be involved in the design and development of road safety, collision reduction and cycling schemes.
You will be required to:
- Have strong working experience using AutoCAD.
- Be fully competent in reading, interpreting, reviewing and producing engineering drawings.
- Technically appraise, critique and produce technical notes on AutoCAD drawings and in the form of briefing/technical notes, associated with cycle development and highway improvement works.
- Provide professional recommendations and suggested design amendments where required.
- Undertake site visits and accurately capture existing highway assets for incorporation into design drawings.
- Produce detailed engineering designs in accordance with current standards and best practice.
The successful candidate must demonstrate a strong understanding of:
- London Cycling Design Standards (LCDS), incl. LTN 120 and the cycle quality criteria.
- Design Manual for Roads and Bridges (DMRB).
- Traffic Signs Regulations and General Directions (TSRGD).
- Traffic Management Act requirements.
- Relevant highway design guidance, legislation and industry best practices.
Stakeholder Engagement & Project Delivery
You will be responsible for:
- Leading and supporting public consultation exercises.
- Engaging with key stakeholders, residents, elected members and partner organisations.
- Drafting consultation materials and reports for delegated approval.
- Working closely with Principal Engineers throughout the design and delivery process.
- Presenting technical information clearly to both technical and non-technical audiences.
Construction & Implementation
The successful candidate will:
- Meet with contractors on-site to review designs and agree construction methodologies.
- Assess and manage risks associated with project delivery.
- Prepare contractor information packs, including:
- Construction drawings
- Traffic management plans
- CDM documentation
- Permit-to-work approvals
- Produce accurate bills of quantities.
- Monitor implementation to ensure works are carried out safely and efficiently.
Essential Experience
To be considered, candidates should have:
- Extensive experience in traffic, transport or civil engineering.
- Significant experience designing and delivering highways and active travel schemes.
- Practical AutoCAD design experience.
- Experience reviewing and commenting on technical engineering drawings.
- Knowledge of highway regulations (traffic orders, see below), legislation and approval processes.
- Experience managing projects, programmes and competing priorities.
- Excellent report-writing and communication skills.
- Experience working with contractors, consultants and external stakeholders.
- Experience supervising or mentoring staff is desirable.
Essential Qualifications
- Degree or equivalent qualification in Civil Engineering, Highway Engineering, Traffic Engineering or a related discipline.
- Membership of, or eligibility for membership of, a relevant professional institution.
- Demonstrable post-qualification experience in highways and/or civil engineering.
Additional Requirements
The successful candidate will be expected to ensure that all relevant statutory processes and legal documentation are in place for both temporary and permanent highway works, including:
- Temporary and Permanent Traffic Management Orders (TMOs).
- Section 14 Temporary Traffic Orders.
- Section 90 Notices for vertical traffic calming measures.
- Section 23 Crossing Notices.
- Other relevant highways and traffic legislation.
