Rate: £350-£450 per day
Contract: 12 months
Spencer Clarke Group are supporting a local authority to appoint a Senior M&E Engineer within their Housing and Property Operations team.
You will support the Compliance Manager (Gas and Water) to deliver a strong compliance assurance service across council housing assets. This is a site-based role focused on gas, heating, hot water and water hygiene compliance, including inspections, contractor oversight, performance reporting and supervising two inspectors.
Responsibilities include
* Supporting delivery of statutory gas and water compliance across domestic heating, hot water, water hygiene and associated mechanical services
* Providing technical advice to operational teams, residents, contractors and wider stakeholders on compliance matters
* Coordinating and quality checking inspection activity, including supervising two inspectors and escalating technical issues where required
* Monitoring contractor performance, reviewing completed works, challenging poor standards and contributing to KPI reporting
* Completing and coordinating pre and post inspections, surveys and technical checks to ensure work is safe, compliant, on time and within budget
* Reviewing specifications, schedules of work, drawings and contractor documentation to ensure they meet legislation and council standards
* Identifying compliance risks, recurring defects and opportunities for improvement and value for money
* Supporting planned maintenance, refurbishment programmes and investment planning across mechanical services
* Producing clear reports and accurate records to support audit requirements, payment checks and effective asset management
About you
* Strong experience in gas and water compliance within social housing, local government or a similar environment
* Proven background in inspections, contractor monitoring, KPI reporting and ensuring works meet technical and contractual standards
* Good working knowledge of relevant legislation and guidance including Gas Safety Regulations, Building Regulations, HSG274 and CDM 2015
* Relevant ACS qualifications equivalent to NVQ Level 4, including CCN1, CENWAT, CPA1 and CKR1
* Water Regulations qualification and Legionella awareness, or equivalent demonstrable experience
* Additional commercial gas ACS units and Legionella duty-holder training are desirable
* Understanding of heat metering and HNTAS compliance is beneficial
* Basic competence in electrical systems
