Our client is looking for an experienced is looking for a Prevention, Data & Outcomes Lead
Prevention, Data & Outcomes Lead - I am looking to recruit an interim delivery Improvement Officer role across all the Housing Advice & Enabling teams – waiting list, rough sleeping, homelessness, and strategy and enabling.
Must have line management background. Duration - 3-6 month Working Pattern - Hybrid (40% Office attendance 1-4 weeks)
Hours - 37hrs Hourly Rate - Flexible

PURPOSE OF THE JOB
To lead the delivery, monitoring and continuous improvement of homelessness and housing outcomes across prevention, relief, early intervention, rough sleeping, temporary accommodation, waiting list and enabling functions, ensuring performance and outcomes align with the Local Outcomes Framework and the National Plan to End Homelessness.
The postholder will drive the Council’s compliance with:
A National Plan to End Homelessness, including the move from crisis response to prevention, targeted intervention, improved emergency responses, and long‑term recovery pathways.
The Local Outcomes Framework (LOF), ensuring transparent performance, robust data, and delivery of priority homelessness outcomes measured through the same lens as central government.
Essential Functions and Responsibilities
Outcomes, Data & Performance (LOF Lead)
Lead delivery and monitoring of LOF homelessness and rough sleeping outcomes including:
households with children in temporary accommodation
families in B&B over 6 weeks
prevention & relief success rates
rough sleeping levels and long‑term rough sleepers
Responsible for Early Intervention Supervision & Casework Improvement
Supervisory responsibility includes providing day‑to‑day support, coaching and oversight to Early Intervention Officers.
Quality‑assure prevention activities, PHPs, early help conversations, and case recording.
Support officers to deliver high‑quality prevention aligned to the National Plan’s universal and targeted prevention pillars.
Develop practice improvements based on evidence, trend analysis and client feedback.
Support and assist the Housing Advice & Enabling manager to lead on system & data quality improvement
Support and assist the delivery of the housing and homeless toolkits from MHCLG to ensure compliance and best practise delivery with all the housing advice teams.
Work with IT, Strategy and supervisors to improve system workflows (MRI/Jigsaw, In‑Form, waiting list systems) including reviewing and implementing artificial intelligence system use in to service design
This role works closely with the Housing Reviews & Quality Assurance Officer to translate audit findings and statutory review learning into service improvements. The role does not undertake statutory reviews, legal audits, casework quality assurance or compliance functions, which remain the responsibility of the Housing Reviews & Quality Assurance Officer
Drive development of integrated data across prevention, outreach, TA and allocations
Rough Sleeping & Outreach Outcomes Support
Support the Outreach Team Supervisor by monitoring performance and LOF metrics for rough sleeping, long‑term rough sleeping and reconnection outcomes.
Support delivery of the National Plan’s targets to halve long‑term rough sleeping and improve multi‑agency response.
Strategy, Enabling & Whole‑System Improvement
Translate the National Plan’s five pillars (Universal Prevention, Targeted Prevention, Preventing Crisis, Emergency Response, Recovery) into local practice.
Support delivery of the Homelessness & Rough Sleeping Strategy Action Plan.
Produce outcome‑focused performance reports for the Homelessness Strategy, Members, SMT and external partners.
Work with the Advice & Enabling Team to connect outcome data with housing supply, temporary accommodation demand and prevention pipelines.
