Adult Social Care – Strategic Commissioning
Hybrid (2 days per week on site)
£500 per day (Umbrella) (£370 PAYE per day)
Full-time – 37 hours per week
Initial contract: 3 months

About the Role
Slough Borough Council is seeking an experienced Interim Strategic Commissioner (Prevention & Carers) to join the Adult Social Care Strategic Commissioning team on a short-term basis.

This is a key strategic role focused on shaping and delivering two priority areas:

  • Developing and leading the Prevention Strategy, strengthening early intervention, independence, and community-based support
  • Leading the creation and delivery of an All-Age Carers Strategy, ensuring unpaid carers across Slough are identified, valued, and effectively supported
You will also provide line management and supervision for two team members, supporting delivery across both workstreams.

Key Responsibilities Prevention Strategy

  • Lead cross-council collaboration with Housing, Public Health, ICBs, and VCSE partners
  • Develop a system-wide approach to prevention: preventing, reducing, and delaying care needs
  • Strengthen community and voluntary sector partnerships
  • Use data and insight to understand demand and target resources effectively
  • Maximise impact of prevention and early intervention services
  • Ensure effective use of funding streams (e.g. BCF, Public Health, DFGs)
  • Drive smarter investment decisions and reduce service duplication
Carers Strategy

  • Co-produce an All-Age Carers Strategy with key partners
  • Improve identification, recognition, and support for unpaid carers
  • Strengthen cross-sector collaboration and information sharing
  • Enhance access to support, guidance, and wellbeing services
  • Build stronger community, education, and employer engagement networks
About You We are looking for a highly experienced strategic commissioner with:

  • Strong background in Adult Social Care commissioning
  • Proven experience working with or within the VCSE sector
  • Deep understanding of prevention, early intervention, and carers services
  • Excellent stakeholder engagement and partnership skills
  • Ability to operate at a systems level and translate strategy into delivery
  • Strong leadership and team management experience
