About the Role
The Royal Borough of Greenwich is seeking an experienced and strategic commissioning professional to join its Integrated Commissioning and Systems Development team as a Strategic Commissioning & Systems Development Lead.
This is an exciting opportunity to play a key role in shaping and delivering integrated health and social care services across Greenwich, working collaboratively with the Council, NHS partners, providers, residents and wider stakeholders to improve outcomes for adults, children, young people and families.
You will lead the development and implementation of innovative commissioning strategies, service redesign programmes and transformational projects that support residents to live healthy, independent and fulfilling lives.
Managing a team of up to six staff, you will provide leadership across a range of high-profile commissioning portfolios and support the delivery of the borough's ambitious integrated commissioning agenda.
Key Responsibilities
Lead strategic commissioning activity across Adults' and Children's Services.
Develop and implement integrated commissioning frameworks in partnership with Council and NHS colleagues.
Drive transformation programmes and service redesign initiatives across health and social care.
Lead commissioning projects from strategy development through to implementation and evaluation.
Manage service contracts, provider performance, quality assurance and continuous improvement activities.
Develop outcome-focused service specifications and commissioning plans.
Build strong partnerships with providers, residents, NHS organisations, voluntary sector partners and community stakeholders.
Analyse market intelligence, population needs and performance data to inform commissioning decisions.
Lead stakeholder engagement, co-production activities and provider forums.
Manage budgets, financial planning activities and identify opportunities for efficiencies and value for money.
Support senior leaders in delivering strategic priorities and organisational change programmes.
Line manage and develop commissioning staff, supporting high performance and professional development.

About You
We are looking for an experienced commissioning professional with:
Significant experience in strategic commissioning within Local Government, NHS, Integrated Care Boards or Health & Social Care settings.
Proven experience leading transformation, service redesign and change programmes.
Strong understanding of integrated commissioning principles and outcome-based commissioning.
Experience of contract management, procurement, service development and provider engagement.
Knowledge of Adult Social Care and/or Children's Services legislation and policy.
Excellent stakeholder management and partnership-building skills.
Experience managing budgets, analysing performance data and delivering value for money.
Strong leadership and people management experience.
Ability to influence senior stakeholders and drive organisational change.
