Dudley Council is looking for an experienced Team Manager – Tenant Engagement to lead the development of an innovative, resident-led engagement programme that puts customers at the heart of decision-making.

The Opportunity

Reporting to the Associate Director – Housing Management & Tenant Engagement, you'll lead the Resident Engagement Team and be responsible for developing and delivering Dudley's Resident Engagement Strategy.

Working closely with residents, elected members and colleagues across Housing & Assets, you'll ensure customer feedback directly shapes services, drives continuous improvement and helps deliver excellent outcomes for tenants.

This is a highly visible leadership role where you'll champion meaningful engagement across the organisation and ensure compliance 

Key Responsibilities

You'll be responsible for:

  • Leading and developing the Resident Engagement Team
  • Creating and delivering Dudley's Resident Engagement Strategy
  • Managing resident consultation, co-design and scrutiny programmes
  • Building strong relationships with tenants, resident groups and community stakeholders
  • Ensuring the customer voice influences policy, service design and operational decisions
  • Monitoring Tenant Satisfaction Measures (TSMs), engagement KPIs and performance
  • Supporting service managers to embed resident engagement throughout Housing Services
  • Managing budgets, performance and continuous improvement initiatives
  • Ensuring compliance with all relevant regulatory and statutory requirements

About You

We're looking for someone who combines strategic thinking with a genuine passion for customer engagement.

You'll ideally have:

  • Significant experience within resident engagement, tenant participation or customer engagement in social housing or another regulated environment
  • Experience developing and delivering resident engagement strategies
  • Strong knowledge of tenant scrutiny, consultation and co-design
  • A thorough understanding of the Transparency, Influence & Accountability Standard
  • Experience managing teams, budgets and service performance
  • Excellent stakeholder management and communication skills
  • The confidence to influence senior leaders and elected members
  • A collaborative leadership style with the ability to inspire others
  • CIH Level 5 qualification (or willingness to work towards)

  • Tenant & Resident Associations (TRAs)
  • Scrutiny Panels
  • Customer Assurance Boards

This role is:

  • Subject to a satisfactory DBS check
  • Requires a full UK driving licence and business-use vehicle insurance
