Technical Business Support Officer - Property Services - Oxfordshire

A prestigious local government body require a Technical Business Support Officer in Oxfordshire to provide essential operational, technical and basic financial assistance to property maintenance teams.

You will manage technical and financial data, coordinate with contractors, and ensure that all maintenance activities align with health and safety regulations while leveraging property management software to improve service delivery.

The primary duties of the Technical Business Support Officer in Oxfordshire include:

Key Responsibilities

  • Systems Management: Administer property management systems to track reactive and planned maintenance where required.
  • Document Control & Information Management:  Managing the input and progression of digital project information, including technical drawings, RAMS (Risk Assessments and Method Statements), and contracts.
  • Compliance Oversight: Monitor and record statutory testing, including Fire Safety, Gas and Electrical (EICR) certifications where required.
  • Contractor Coordination Managing work orders, variations CVR’s.
  • Financial Administration: Evaluate, process and maximise SOR claims and invoices, monitor repair costs and handle cost allocations and invoicing.
  • Data Analysis & Reporting: Generate reports on maintenance trends and contractor performance to support management decisions.
  • Client & Stakeholder Liaison: Acting as a point of contact for clients, architects, and contractors to resolve technical queries
  • Process Improvement: Identify opportunities to improve / automate maintenance workflows using AI-driven tools or predictive solutions.

The successful candidate should have the following qualifications and experience:

Skills & Qualifications

  • Technical Proficiency: Advanced knowledge of property management software and Microsoft Office Suite (Excel for data analysis).
  • Industry Knowledge: Solid understanding of property maintenance trades (plumbing, electrical, HVAC) and building safety legislation (e.g., CDM 2015).
  • Analytical Ability: A Systems thinking approach is required along with strong skills in interpreting technical dashboards and identifying operational bottlenecks.
  • Communication: Ability to translate complex technical issues for non-technical stakeholders, customers and tenants.
  • Certifications: NVQ or City & Guilds in building maintenance, or a relevant business administration degree, is highly desirable.
