Technical Support Officer - Housing, Property, Asset Management in Birmingham

The main purpose of the role will be to provide operational support to the technical team to allow them to facilitate operational procurements. Your day-to-day activities will include supporting the review of technical specification to ensure that they meet operational requirements; research to help the development of technical specifications; maintain core specification documentation; stakeholder engagement; the scrutinisation of tender submissions; quality check framework submissions and proposals; maintaining the benchmark pricing register; cost estimation; reporting; internal communications; tender scoring and evaluation; and keeping up to date with new sector developments and legislative updates.
Must Have
- Previous operational and technical experience working within Social Housing or for a consultancy supplying the sector.
- Experience covering property asset management, technical services and specifications, property management, decent homes and/or property defects or remediation.
- Project coordination/management and technical specification development
- An understanding of CDM and Health & Safety regulations
- Good cost management and skills in achieving best value
Nice to Have
- Experience of legal/contractual documentation, construction contracts, and/or, the legal and regulatory framework for housing maintenance.
- Knowledge of residential development in the social housing sector.
- Experience in managing compliant procurement projects in Construction or Asset Management.
- Market costs, cost models, and contract payment mechanisms within social housing asset management.
- A working understanding of construction contracts.
- A relevant Certification or Degree, such as one covering Social Housing, Property, Safety, Construction, RICS, IOSH, CIOB, CIAT or similar.
- Office 365 application proficiency including MS Excel.

This role is hybrid based, with a regular presence required in the office in Birmingham on a 50/50 split ration with working from home.
