Aatom Recruitment is currently recruiting for an experienced Water Quality Manager / Water Quality Project Manager to join City Council on a 6-month contract. This is an excellent opportunity for a highly skilled compliance and project management professional to lead water safety, water hygiene, and Legionella compliance programmes across a large and diverse residential property portfolio.
About the Role
As the Council's lead specialist for water quality and Legionella management, you will take responsibility for ensuring the highest standards of water safety, regulatory compliance, and resident protection across housing assets.
This is a senior-level position combining strategic leadership, compliance management, stakeholder engagement, and the delivery of major water infrastructure improvement projects.
Key Responsibilities
Water Safety & Compliance Leadership
- Lead the Council's water quality, water hygiene, and Legionella management programmes.
- Develop, implement, and maintain Water Safety Management Plans.
- Establish governance and compliance assurance frameworks.
- Monitor industry regulations, legislation, and best practice guidance.
- Act as the lead advisor on water compliance and risk management matters.
Responsible Person Duties
- Fulfil or support the Responsible Person (Water Hygiene) function.
- Oversee Legionella risk assessments and ensure remedial actions are completed.
- Monitor inspection, testing, sampling, and maintenance programmes.
- Manage risk registers and escalate critical compliance issues where necessary.
Project Management
Lead the delivery of major water infrastructure and improvement projects, including:
- Water quality improvement programmes.
- Cold water storage tank replacement projects.
- Booster set upgrades.
- Pipework replacement schemes.
- Water treatment system installations.
- Legionella remedial programmes.
- Water infrastructure modernisation initiatives.
You will also:
- Develop business cases and investment proposals.
- Manage consultants, contractors, and technical specialists.
- Ensure projects are delivered safely, on time, and within budget.
Contractor & Stakeholder Management
- Manage specialist water hygiene contractors and consultants.
- Monitor service performance against KPIs and compliance standards.
- Investigate non-compliance issues and implement corrective actions.
- Build effective relationships with residents, internal teams, and regulatory bodies.
Training & Resident Safety
- Develop and deliver Responsible Person training programmes.
- Promote awareness of water hygiene and compliance requirements.
- Respond to water quality incidents and Legionella concerns.
- Provide technical guidance and reassurance to residents and stakeholders.
Candidate Requirements
Essential Experience
Extensive experience managing water hygiene and Legionella compliance within housing, residential, local authority, or property management environments.
Experience delivering compliance, maintenance, and infrastructure projects.
Strong contractor and stakeholder management experience.
Proven ability to analyse compliance data and produce performance reports.
Experience investigating service failures and implementing improvements.
Essential Skills
Excellent communication and stakeholder engagement skills.
Strong project and programme management capabilities.
Sound understanding of water safety legislation and compliance frameworks.
Excellent organisational, analytical, and problem-solving abilities.
Proficiency in Microsoft Office and compliance management systems.
Qualifications
Essential
Degree (or equivalent) in Building Services Engineering, Mechanical Engineering, Environmental Health, Water Engineering, or a related discipline.
Formal Legionella Responsible Person qualification.
Water Hygiene Management qualification.
Project Management qualification or demonstrable equivalent experience.
Extensive knowledge of ACOP L8 and HSG274 guidance.
Membership of a relevant professional body such as CIBSE, IWFM, IHEEM, CIPHE, or equivalent.
Desirable
Authorising Engineer (Water) qualification.
NEBOSH Certificate.
IOSH Managing Safely.
Formal auditing qualification.
Building Safety or Compliance-related certifications.
