Job Responsibilities
-
Lead the Council’s water quality, water hygiene and Legionella compliance programme across the housing portfolio.
-
Act as the Responsible Person for water hygiene or support the Duty Holder in meeting statutory responsibilities.
-
Develop, maintain and implement Water Safety Management Plans, policies, governance frameworks and compliance procedures.
-
Ensure compliance with ACOP L8, HSG274 and relevant water safety legislation and industry standards.
-
Oversee Legionella risk assessments, monitoring, inspection, testing, sampling and completion of remedial actions.
-
Manage water quality improvement programmes, including tank replacements, booster upgrades, water treatment systems, pipework replacement and Legionella remediation projects.

Develop business cases, investment plans and project delivery strategies.
-
Manage consultants, contractors and specialist service providers to ensure safe, compliant and effective delivery.

Establish compliance monitoring frameworks, KPIs and performance reporting for senior management.
-
Audit contractor performance, investigate non-compliance and implement corrective actions.
-
Analyse water quality data, maintain statutory records and provide assurance reports to governance boards.

Develop and deliver Responsible Person and water hygiene awareness training programmes.
-
Maintain competency frameworks aligned with ACOP L8 and HSG274 requirements.

Provide technical advice on water safety issues, incidents and resident concerns.

Lead stakeholder engagement with residents, internal teams, contractors, consultants and regulatory bodies.

Drive continuous improvement in water safety management, risk reduction and compliance performance.
Person Specification
Essential Experience
-
Significant experience managing water hygiene and Legionella compliance within residential, housing or property portfolios.
-
Proven experience delivering compliance, maintenance or building services projects.
-
Experience managing contractors, consultants and specialist water hygiene providers.
-
Experience investigating water quality issues, complaints and service failures.
-
Experience producing compliance reports, analysing performance data and managing risk.
-
Experience working with multiple stakeholders and delivering projects under competing priorities.
Essential Skills & Knowledge
-
Strong knowledge of ACOP L8, HSG274 and water hygiene legislation.
-
Excellent understanding of Legionella risk management and water safety compliance.
-
Strong project and programme management skills.
-
Excellent communication, reporting and stakeholder management abilities.
-
Ability to interpret technical standards, regulations and compliance requirements.
-
Strong analytical, problem-solving and organisational skills.
-
Proficiency in Microsoft Office and compliance management systems.
Qualifications
-
Degree or equivalent qualification in Building Services Engineering, Mechanical Engineering, Environmental Health, Water Engineering or a related discipline.

Formal Legionella Responsible Person qualification.
-
Water Hygiene Management qualification.
-
Project management qualification or equivalent project delivery experience.
-
Membership of a relevant professional body (e.g., CIBSE, IWFM, IHEEM, CIPHE) or equivalent.
Desirable Qualifications

Authorising Engineer (Water) training.
-
NEBOSH Certificate.
-
IOSH Managing Safely qualification.
-
Formal auditing qualification.
-
Building safety and compliance qualifications.
