Our client, Ringway Jacobs, a leading provider of integrated highways management, is seeking a Compliance Officer to join their team in Chelmsford.

Essex Highways (EH) is responsible for managing and maintaining one of the largest highway networks in the country. EH is a delivery partnership between Essex County Council (ECC) and Ringway Jacobs.  In this role you will work alongside our contractual partner to deliver highways services. Assist with the investigation and monitoring of streetworks, supporting and assisting with the co-ordination of a range of resources maximising opportunities to deliver our network management duty and safety for the travelling public.

The Role

  • Contributing to the delivery of the Network Management Duty
  • Helping the operation of the Permit Scheme in accordance with Scheme Document and Section 3 of the Traffic Management Act.
  • Assisting the Senior Compliance Officer and other Senior Officers to ensure delivery of the Essex Highways and Essex Permit Scheme objectives, as defined in agreed service plans, in accordance with all council and Essex Highways standards and policies.
  • Reviewing and processing all fees and charges within requisite timescales and in accordance with good practice and legislation
  • Ensuring all fees and charges are reviewed and are issued in accordance with the relevant legislation/code of practice/guidance documents
  • Reviewing every fee and charge on a case-by-case basis ensuring that all relevant checks (photographs, permit history and any other required checks) are completed
  • Ensuring that the Permit Team apply the appropriate conditions and discounts to permit applications & to ensure response times to permit applications are met by the team.
  • Preparing and serving Fixed Penalty Notices (FPN) under the appropriate legislative sections of the suite of street works legislation available                     

About You

  • You hold GCSE grades A-C/9-4 in Maths & English
  • You have a good working knowledge of Microsoft applications, including Excel and Power BI
  • You have experience with specialist applications or programmes for project management; or more specifically with ‘Confirm’
  • You have knowledge of, or are willing to learn about, the operation of a Permit Scheme in accordance with Scheme Document and Section 3 of the Traffic Management Act, or other NRSWA related experience
