We are recruiting an experienced Permanent Deputy Head of Building Control (Class 3 Specialist) to support a busy Local authority Building Control service team. This senior opportunity is ideal for a qualified Class 3 Registered Building Inspector, RBI Class 3, Specialist Building Inspector, Senior Building Control Surveyor or experienced Building Control professional who can provide expert guidance on Building Regulations, Building Safety Regulator requirements, Higher-Risk Buildings, fire safety and LABC standards while helping to deliver a safe, compliant and customer-focused service. The successful candidate will lead on complex building regulation applications, full plans, building notices, dangerous structures, fire safety and London Building Acts matters, while supporting team development, service performance and regulatory compliance.
Key Responsibilities- Support the Building Control Manager in leading, developing and motivating the Building Control team.
- Provide expert technical guidance on complex Building Control matters, including full plans, building notices, dangerous structures, fire safety, Building Regulations compliance and Building Safety Regulator requirements.
- Lead on complex building regulation submissions, statutory Building Control functions and matters relating to the London Building Acts, including section 20 buildings and section 30 applications.
- Contribute to service improvement, performance management and the delivery of a responsive, customer-focused Building Control service.
- Work collaboratively with internal and external stakeholders to support safe, compliant and effective development across the borough.
- Excellent knowledge of the construction industry, including methods, techniques and materials.
- Excellent knowledge of relevant legislation, regulations and professional codes of practice, including Class 3 Registered Building Inspector requirements, Building Safety Regulator operational standards, Higher-Risk Buildings, the Health and Safety at Work etc. Act 1974 and associated Local Authority Building Control functions.
- Good knowledge of financial constraints and how they impact service delivery.
- Understanding of managing diversity and equal opportunities in Building Control.
- Significant knowledge of fire safety legislation, fire engineering principles, complex building regulation compliance and Building Safety Regulator requirements.
- Substantial post-qualification experience in Building Control, particularly in assessing full plans and building notice applications.
- Experience working on complex building regulation applications, higher-risk buildings and fire safety matters across commercial, residential, mixed-use and educational buildings.
- Substantial experience in delivering a customer-focused service.
- Substantial experience in dealing with dangerous structures, section 20 buildings and section 30 applications.
- Ability to work independently, to meet agreed work plans and deadlines, and to meet required performance targets.
- Ability to work collaboratively with other service managers.
- Understands the contribution the role makes to the service and organisation, thinks beyond area to understand the aims of other services.
- Ability to support the development of effective performance management across the service.
- Excellent written and oral communication and presentation skills, with the ability to maintain accurate records.
- Degree-level education in Building Control, Building Surveying, Construction, Structural Engineering or an equivalent relevant discipline.
- Membership of a relevant professional body such as RICS, CABE, CIOB or equivalent, with a Building Control bias and evidence of current CPD.
- Advanced Microsoft Office skills, including Word, Excel and Outlook, with confidence using CRM systems and relevant digital tools.
