We are currently seeking four experienced Disrepair Surveyors to join a Housing Disrepair Team on an initial 6-month contract for an immediate start.
This is an excellent opportunity to join a busy housing service responsible for maintaining high-quality housing standards across a portfolio of more than 32,000 social housing properties.
The role offers a rate of £480 per day, Inside IR35.
You will take responsibility for technical investigations, specialist disrepair and dampness surveys and complex repair cases, ensuring works are managed in accordance with Awaab's Law, the Housing Health and Safety Rating System (HHSRS) and CPR 35 Practice Direction.
Working as an Expert Witness, you will play a key role in resolving complex building defects, protecting resident safety and helping the organisation effectively manage its legal and financial liabilities.
About the Role
As a Disrepair Surveyor, youwill manage complex housing disrepair cases from initial inspection through to completion, producing robust technical evidence and recommending appropriate remedial works.
You will undertake specialist investigations into issues including damp, mould, ventilation and building defects, working closely with residents, contractors, legal teams, insurers and internal stakeholders to deliver effective and timely solutions.
The role requires a strong technical surveying background alongside an excellent understanding of housing disrepair legislation and the ability to produce reports suitable for legal proceedings.
Key Responsibilities
· Undertake detailed property inspections and produce CPR 35 compliant Expert Witness reports, managing a weekly caseload of at least three surveys and reports.
· Investigate complex technical defects including dampness, mould, mechanical ventilation and psychrometric conditions, using specialist surveying equipment to identify causes and recommend appropriate remedies.
· Prepare specifications, Bills of Quantities and contract documentation for remedial works, ensuring defects are addressed effectively and cost-efficiently while reducing the risk of litigation.
· Manage complex reactive repairs and capital works from inception through to completion, including variations, post-inspections and final sign-off using internal management systems.
· Work closely with residents, contractors and internal stakeholders, providing clear and empathetic communication throughout each case while maintaining a resident-focused and trauma-informed approach.
· Ensure full compliance with HHSRS, Health and Safety at Work legislation, CDM, COSHH and DDA requirements.
· Support insurers and assessors in agreeing appropriate settlement figures and provide technical evidence where required.
· Manage repair expenditure using relevant Schedule of Rates (SOR) and ensure works represent value for money.
About You
We are looking for experienced housing disrepair professionals with strong technical surveying knowledge and previous experience working as an Expert Witness.
To be successful in this role, you will have:
· A minimum HNC in Building Studies, Construction or an equivalent qualification.
· Professional membership of a relevant organisation such as RICS, CIOB, CIEH, CABE or IOSH.
· A minimum of 2 years' professional experience in housing disrepair surveying as an Expert Witness, gained within either the public or private sector.
· Proven practical experience applying the Housing Health and Safety Rating System (HHSRS).
· Strong knowledge of housing legislation, legal disrepair protocols and CPR 35 Practice Direction.
· Experience diagnosing damp, mould, ventilation issues and complex building defects.
· Confidence using handheld technology, mobile surveying equipment and PC-based housing or property management systems.
· Strong written and verbal communication skills, including the ability to manage difficult conversations, build trust with residents and present clear technical evidence.
· The ability to manage a varied caseload, prioritise effectively and deliver high-quality reports within required timescales.
