๐ Key Responsibilities
Contract & Project Management
Manage delivery: Oversee M&E works programmes and projects from conception to completion.
Contract monitoring: Manage service providers to ensure M&E repairs, maintenance, and servicing contracts comply with statutory regulations.
Performance auditing: Review contractor performance and ensure certification and test reporting are accurately recorded.
Quality assurance: Conduct pre and post-inspections of works to ensure they meet specifications.
Procurement: Design specifications, tender documents, and procure contracts with Client Manager and Quantity Surveyor support.
Consultant oversight: Commission and manage external consultants instructed by the Engineering and Compliance Manager.
Financial control: Forecast annual budgets, manage monthly cash flow, and track expenditure to meet approved sums.
Work orders: Prepare works orders, specifications, schedules of work, and manage variations.
Compliance & Risk Management
Risk mitigation: Minimise exposure to risks for SHP and residents through effective provider management.
Statutory compliance: Ensure strict adherence to relevant statutory, regulatory, and financial requirements.
Safety standards: Prepare Health & Safety plans, risk assessments, and project plans.
Regulations: Maintain high compliance with Construction (Design and Management) Regulations 2015 (CDM).
Financial regulations: Procure projects in line with SHP/LBS financial regulations and Standing Orders.
Resident & Stakeholder Engagement
Customer care: Deliver a high-quality, 'best in class' repairs service to maximise resident satisfaction.
Query resolution: Support residents by resolving queries, managing expectations, and finding proactive solutions.
Communication: Partner with internal and external stakeholders to ensure service delivery objectives are met.
Resident involvement: Involve residents in projects, specifications, and service standard settings.
Leasehold coordination: Liaise with leasehold services to ensure Section 20 (S20) notices are issued for qualifying works.
Meetings: Attend progress meetings with contractors and occasional after-hours meetings with residents.
Data & Administration
System updates: Update and maintain records in information systems (e.g., Northgate) to keep KPI data accurate.
Reporting: Prepare draft board reports, project update reports, budget estimates, and works programmes.
Complaint handling: Respond to and resolve resident complaints within required timescales.
Policy adherence: Follow all organizational policies, procedures, and Health and Safety guidelines.

Essential Criteria
M&E Contract Management: Significant experience managing Lift and Electrical Compliance Contracts.
Project Management: Proven experience managing programmes and projects from conception to completion.
Autonomy: Ability to work independently using good initiative and judgement.
Communication: Excellent written and verbal communication skills, including technical advice delivery.
Time Management: Proven prioritization skills with the ability to handle multiple tasks simultaneously.
Customer Focus: Demonstrated ability to deliver excellent customer care while valuing diversity.
Technical Inspection: Experience conducting technical inspections and understanding complex construction/engineering issues.
Industry Knowledge: Working knowledge of building services, construction regulations, and standard building services contracts.
Budgetary Control: Experience managing budgets and implementing action plans to address adverse variances.
Leasehold Knowledge: Understanding of leasehold service charging and Section 20 (S20) consultation requirements.
Desirable Criteria
Standards Awareness: Understanding of The Decent Homes Standard and its impact on Planned Maintenance.
Accessibility Schemes: Awareness of works arrangements for disabled persons and integration with planned projects.
Team Leadership: Experience managing other SHP staff or external consultants assisting in project procurement.

Lift Specific
LEIA Practical Management of a Lift / Escalator Contract OR
Level 4 VRQ Diploma in Asset and Building Management Compliance (or equivalent) OR
Level 3 NVQ Diploma in Engineering Maintenance.
Electrical Specific
Level 4 VRQ in Electrical Safety Management OR
Level 4 VRQ Diploma in Asset and Building Management Compliance (or equivalent).
