Job Description

We are currently recruiting for an experienced Head of Housing Transformation & Improvement to lead the redesign, recovery and transformation of housing services within a Local Authority setting.

This role requires a highly accomplished housing leader who has operated at Head of Service, Assistant Director or equivalent level and has a proven track record of delivering complex transformation programmes across housing, homelessness and wider community services. We are looking for someone who is as comfortable shaping strategy as they are driving operational improvement and embedding sustainable change.

The successful candidate will have extensive experience across housing services including homelessness, housing options, temporary accommodation, rough sleeping, supported housing, allocations, housing needs and safeguarding, alongside a strong background in service redesign, performance improvement and organisational transformation.

Key Responsibilities

• Lead large-scale housing transformation and improvement programmes
• Review and redesign service delivery models to improve customer outcomes and operational efficiency
• Drive cultural change and embed a high-performance environment
• Reduce demand pressures and improve homelessness prevention outcomes
• Oversee housing options, homelessness, temporary accommodation and wider housing services
• Develop and implement strategic housing plans, policies and operating models
• Deliver performance improvement, governance and assurance frameworks
• Build effective partnerships across housing, health, social care and third-sector organisations
• Identify efficiencies and deliver value-for-money savings
• Provide strategic advice to senior leadership teams, elected members and key stakeholders

Essential Requirements

• Significant senior leadership experience within Local Authority housing services
• Proven track record delivering major transformation, recovery or improvement programmes
• Strong understanding of homelessness legislation, housing policy and statutory housing functions
• Experience transforming homelessness, housing options, temporary accommodation or housing needs services
• Demonstrable success delivering service redesign, organisational change and performance improvement
• Exceptional stakeholder management and partnership-building skills
• Experience leading large multidisciplinary teams through periods of change
• Ability to operate effectively within complex and politically sensitive environments

Desirable Experience

• Head of Housing, Head of Housing & Homelessness, Strategic Housing Manager, Assistant Director Housing or equivalent background
• Experience reducing temporary accommodation and B&B usage
• Experience implementing new operating models and service structures
• Knowledge of commissioning, supported housing, rough sleeping and safeguarding
• CIH qualification or relevant leadership qualification
