The Opportunity
Our client is a leading provider of facilities management and estate services within the UK Defence sector, supporting a complex and highly regulated operational estate. They are looking to appoint an experienced Head of Technical Compliance to provide senior technical leadership, governance and assurance across their Salisbury contract. You will take ownership of the contract’s technical compliance and assurance framework, acting as a trusted technical authority across operational, technical and support functions. This will include leading a team of Authorised Persons, ensuring safe systems of work comply with JSP 375, HSE Approved Codes of Practice and relevant legislation, while providing senior stakeholders and customers with clear oversight of compliance, risk and emerging issues. The role will also provide technical oversight of designs, specifications and major works, challenging information produced by external design practices and supporting the acceptance of refurbishments, new builds and major projects. You will ensure asset, maintenance and warranty information is accurately captured within the CAFM system, while leading technical audits, inspections and assurance reviews. Where deficiencies are identified, you will ensure corrective and preventative actions are implemented and followed through to completion.
Key Responsibilities
- Lead the technical compliance, governance and assurance function across the contract.
- Provide expert technical advice on legislation, standards, industry guidance and best practice.
- Lead and develop a team of Authorised Persons, providing technical direction and support.
- Ensure compliance with JSP 375, HSE Approved Codes of Practice and relevant statutory requirements.
- Develop and maintain a comprehensive compliance assurance framework.
- Lead technical audits, inspections and assurance reviews, ensuring findings and actions are effectively managed.
- Prepare for and support external audits, including those undertaken by BSI and BM TRADA.
- Oversee professional and technical inspections, ensuring findings, remedial works and improvement opportunities are recorded and progressed.
- Provide monthly and quarterly reporting covering compliance performance, risks, trends, deficiencies and improvement actions.
- Manage Safety Alerts, Technical Bulletins, Engineering Instructions and Regulatory Change Notices, ensuring emerging requirements are assessed and implemented.
- Act as the focal point for technical compliance incidents, investigations and lessons learned.
- Provide technical oversight of designs, specifications, refurbishments, new builds and major projects.
- Ensure asset, maintenance, statutory and warranty information is accurately captured within the CAFM system.
- Support the development of scopes, specifications and specialist maintenance arrangements.
- Ensure suppliers possess the appropriate technical credentials, experience and track record.
- Work collaboratively with operational teams and technical specialists to manage compliance risks across the estate.
- Provide oversight of specialist areas including grounds maintenance and arboriculture, ensuring statutory, safety and environmental requirements are met.
- Undertake Health & Safety Senior Leader Tours, promoting a strong and proactive safety culture.
- Identify opportunities for continuous improvement across technical compliance, assurance and risk management.
You will ideally have:
- Senior-level experience within technical compliance, engineering governance, assurance or a similar function.
- Strong knowledge of statutory compliance and building engineering systems.
- Experience developing and managing compliance assurance frameworks and audit programmes.
- Experience interpreting legislation, technical standards and industry guidance.
- Knowledge of JSP 375 and MOD safe systems of work.
- Experience working within a Defence or MOD environment, ideally within a complex estate.
- Knowledge of CDM, asbestos, legionella, DDA, energy performance and sustainability.
- Experience managing compliance risks, corrective actions and technical investigations.
- Strong report writing, analytical and presentation skills.
- The ability to influence senior stakeholders through technical credibility and effective communication.
- Experience leading and developing technical teams.
- A full UK driving licence.
- The ability to obtain and maintain SC Security Clearance or higher.
