Interim Operational Training and Compliance Officer (Fleet & Waste) Contract: Interim (12 Months) Location: Rugby Borough Council Role Overview Rugby Borough Council is seeking an experienced Operational Training and Compliance Officer to establish and deliver a comprehensive operational training and competency programme across Waste Services and the wider operational workforce. This is a hands-on improvement role responsible for developing training programmes, competency assessments and compliance systems for drivers, loaders, street cleansing operatives and other operational employees. The role will ensure staff are trained, assessed and competent to undertake their duties safely and in accordance with legislative requirements and Council procedures. Working closely with operational managers, the Transport Manager and Health & Safety colleagues, the successful candidate will improve operational competence, strengthen compliance, reduce risk and embed a positive safety culture. Key Responsibilities - Develop and implement a structured operational training programme. - Create and maintain a comprehensive training and competency matrix for all operational employees. - Deliver inductions for new permanent, temporary and agency staff. - Undertake practical driver assessments, vehicle familiarisation and licence checks. - Deliver driver refresher training and periodic reassessments. - Train all operational staff in risk assessments, safe systems of work, including manual handling, vehicle safety, equipment use and operational procedures. - Deliver inductions and competency assessments for loaders, street cleansing operatives and other frontline staff. - Ensure agency workers complete site inductions, competency assessments and policy briefings before commencing operational duties. - Deliver vehicle walk-round check training and improve defect reporting standards. - Monitor tachograph infringements and provide coaching to reduce repeat offences. - Deliver reversing, manoeuvring and post-incident assessments to reduce vehicle damage. - Promote fuel-efficient driving techniques and safe working practices. - Deliver toolbox talks, refresher training and targeted coaching following incidents or changes in legislation. - Maintain accurate training, competency and compliance records. - Support managers with investigations and identify training needs arising from incidents, audits or performance concerns. Essential Experience - Experience delivering operational and driver training within a fleet, waste, highways or local authority environment. - Experience designing and implementing training programmes and competency frameworks. - Practical experience conducting driver assessments and operational competency assessments. - Good knowledge of DVSA guidance, operator licence compliance and Health & Safety legislation. - Experience developing and maintaining training matrices and competency records. - Excellent coaching, communication and influencing skills. - Full UK Driving Licence (LGV entitlement desirable). Desirable - Driver Assessor or Driver Trainer qualification. - Driver CPC Instructor qualification. - IOSH or NEBOSH qualification. - Transport Manager CPC. - Experience within Waste Services or Local Government. Key Outcomes The successful candidate will establish a sustainable operational training and competency framework that improves workforce capability, strengthens compliance, reduces vehicle damage and incidents, improves operational performance and provides robust evidence of competence for Health & Safety, DVSA and Traffic Commissioner requirements.
