Hourly Rate: £20.92 per hour PAYE or £27.28 per hour Umbrella

We are recruiting for a Training and Development Officer to lead the development, delivery, and evaluation of multi-agency safeguarding training across the Havering Safeguarding Children Partnership and Safeguarding Adults Board.
This is an exciting opportunity to influence safeguarding practice across the borough, working closely with partners from local authorities, health services, education, police, voluntary organisations, and community groups.
About the Role
You will take the lead in designing and delivering a comprehensive safeguarding learning and development programme that reflects local priorities, emerging risks, inspection findings, and lessons learned from safeguarding reviews.
You will be responsible for ensuring high-quality training is available across the partnership, helping professionals at all levels build the skills, knowledge, and confidence needed to identify safeguarding concerns and respond effectively.
The role combines training delivery, programme management, partnership working, communications, and performance monitoring, providing a varied and rewarding position at the heart of safeguarding improvement across Havering.
Key Responsibilities
- Develop and deliver the annual safeguarding training programme for the Safeguarding Children Partnership and Safeguarding Adults Board.
- Conduct annual training needs analyses and use findings to inform future learning and development priorities.
- Deliver a minimum of 30 days of safeguarding training per year to a wide range of audiences.
- Plan, coordinate and evaluate safeguarding conferences, workshops and learning events, including the annual safeguarding conference.
- Analyse the effectiveness and impact of training programmes and produce quarterly reports for senior safeguarding boards.
- Use learning from safeguarding reviews, audits, inspections, case reviews and national guidance to shape training priorities.
- Manage safeguarding training budgets and ensure value for money and high-quality provision.
- Develop and maintain a network of approved trainers and training providers, including quality assurance arrangements.
- Lead on the implementation of safeguarding communications activities and promote safeguarding awareness across partner organisations and local communities.
- Maintain safeguarding websites and ensure information is accessible, accurate and up to date.
- Support partnership working groups and help drive the delivery of board priorities and action plans.
- Develop and maintain effective relationships with key stakeholders across statutory, community and voluntary sector organisations.
About You
We are looking for a proactive and highly organised professional with substantial experience in safeguarding, learning and development, or workforce development within a multi-agency environment.
You will possess:
- Strong knowledge of safeguarding children and/or safeguarding adults legislation, policy, and practice.
- Experience designing, delivering and evaluating professional training programmes.
- Excellent presentation and facilitation skills, with the ability to engage audiences at all levels.
- Experience analysing performance information and producing clear reports with recommendations.
- Strong partnership-working skills and the ability to influence stakeholders across multiple agencies.
- Experience organising conferences, learning events and training programmes.
- Excellent written and verbal communication skills.
- Strong organisational and project management abilities.
- Experience managing budgets and commissioning training provision.
