Our client:
a fast-growing business specialising in the design and build of new utility networks that power communities. They ensure vital services (electricity, water, and gas) are connected and operational for the start of every new development. As part of Their team, you will contribute to the planning, coordination, and execution of utility-related tasks that lay the foundation for successful project delivery.
They're seeking a proactive Pre-Construction Coordinator who thrives in a fast-paced, challenging environment to join our team. The Pre-Construction Coordinator is responsible for coordinating and driving projects through the pre-construction process, ensuring that information, design, commercial, network approval, and client requirements are progressed in accordance with the project programme.
The role acts as the key link between clients, estimators, designers, project managers, and utility network operators, helping ensure projects progress from initial enquiry through to approved, construction-ready designs. The successful candidate will be organised, commercially aware, confident communicating with multiple stakeholders, and able to identify and escalate issues that could affect cost, programme, or delivery.
Key responsibilities:
Client & Stakeholder Management
● Act as the key point of contact for clients, utility networks, designers, estimators, and internal project teams throughout the pre-construction phase.
● Build effective working relationships with clients and external utility stakeholders.
● Maintain clear, timely communication and provide regular updates on project progress, outstanding information, approvals, risks, and actions.
● Coordinate utility requirements across electricity, water, and gas projects, ensuring project information reaches the relevant internal teams at the appropriate stage.
Programme, Tracking & Reporting
● Coordinate projects from initial enquiry through to construction handover, maintaining pre construction programmes and trackers against agreed milestones.
● Manage the RFI process and maintain an accurate RFI tracker, raising and chasing information requests and communicating the impact of outstanding information on design, cost, and programme.
● Maintain accurate, up-to-date records of utility agreements, reports, drawings, approvals, and project trackers, and prepare regular pre-construction progress reports for the Head of Pre Construction.
● Identify delays, programme risks, and critical information gaps at an early stage, and escalate to the appropriate manager or department, ensuring issues are tracked through to resolution.
Technical & Design Coordination
● Coordinate the design workflow from initial information through to approved design, ensuring designers have the information required to progress technical designs.
● Track design progress, checking, network submissions, technical comments, amendments, and approvals.
● Coordinate the submission and progress of required utility network applications and design approvals, tracking POCs, network responses, and technical queries.
● Ensure the appropriate technical team responds to network operator comments and that outstanding actions are closed out. Commercial & Estimating Coordination
● Work closely with estimators, designers, and project managers to coordinate accurate estimates and budget information.
● Ensure estimators have the latest design, network, and client information required for pricing.
● Monitor changes to project requirements and coordinate design or network changes that may require estimates or budgets to be reviewed, ensuring potential cost impacts are communicated.
Issue Resolution
● Identify changes to client requirements and coordinate assessment of their impact on design, cost, programme, and network approvals.
● Support the resolution of pre-construction issues, delays, and conflicts, escalating technical, commercial, or programme issues to the appropriate manager or department.
Construction Handover
● Coordinate the handover of completed pre-construction projects to the Project Management and Construction teams. ● Ensure approved designs, network approvals, connection information, utility agreements, and relevant project documentation are available at handover.
● Identify and communicate any outstanding actions, constraints, or project-specific requirements, ensuring the construction team receives a complete and controlled pre-construction package.
Skills, Experience & Qualifications
Essential
● Previous experience in utility coordination, construction coordination, project administration, or a similar role within the construction, utilities, or infrastructure industries.
● Strong organisational skills, with the ability to manage multiple projects, actions, and deadlines simultaneously.
● Strong written and verbal communication skills, with the ability to liaise effectively with clients, utility providers, and internal teams.
● Good working knowledge of Microsoft Office, particularly Excel.
● Ability to manage trackers, documentation, and project information accurately.
● A proactive approach to problem solving, with the ability to identify issues, coordinate solutions, and escalate where appropriate.
● Working knowledge of utility processes across electricity, water and gas networks, including connection, design approval and adoption requirements.
● Full, valid UK driving licence.
● Right to work in the UK.
Desirable
● HNC/HND in an engineering, construction, utilities, or related discipline.
● Experience working within a multi-utility environment.
● Experience dealing with DNOs, IDNOs, water companies, gas networks, or other utility stakeholders.
● Experience using project management or document control systems.
● Understanding of utility design, network approvals, and adoption processes.
