Pre-Construction Manager
Civil Engineering | Hybrid Working | Scotland
A highly successful & respected civil engineering contractor is looking to appoint a Pre-Construction Manager to support the development and delivery of a varied portfolio of infrastructure projects across Scotland.
This is an excellent opportunity for an experienced Site Engineer, Sub Agent, Agent or Project Manager, with site-based civil engineering experience, who wants to move into a more pre-construction focused position. You will use your delivery knowledge to develop practical, safe, efficient and commercially sound solutions, before works reach site.
The role offers hybrid working, with an expectation of being in the office around two days per week, alongside travel to projects and stakeholder meetings as required.
The opportunity
Working within the pre-construction team, you will take projects from initial identification, through scope development and award.
You will work closely with clients, design partners, estimating, supply-chain partners and operational teams to ensure every project is well-defined, deliverable and aligned with programme, budget, safety and environmental requirements.
Key responsibilities
• Lead and coordinate pre-construction activity from early-stage development to contract award
• Manage project deliverables, programmes, budgets, actions and records to ensure objectives are achieved on time
• Liaise with clients, designers, suppliers, operational teams and third parties throughout project development
• Develop practical, cost-effective and buildable solutions using strong site-delivery experience
What we’re looking for
You will bring substantial experience from a contractor-led civil engineering environment.
• Experience as a Site Engineer, Sub Agent, Agent, Project Manager or in a similar construction-delivery role
• Strong understanding of engineering management, construction processes and relevant industry specifications
• Ability to apply site knowledge into practical scopes, methodologies and delivery solutions
• Confidence managing multiple priorities, deadlines and technical inputs independently
• A clear, credible communicator who can work effectively with clients, suppliers and internal stakeholders
• HNC/HND or degree-level qualification in Civil Engineering or a related discipline
Why apply?
• Move from project delivery into a strategic and influential pre-construction role
• Work on an established pipeline of essential infrastructure schemes
• Use your operational experience to influence project outcomes before construction begins
• Hybrid working, with office attendance typically around two days per week
• Develop your career within a well-regarded contractor with long-term opportunities in Scotland
If you are an experienced civil engineering professional looking for a route into pre-construction, this is a chance to build a long-term career in a role where your practical project expertise will make a genuine difference.
