Our client, Ringway, a trusted provider of highways services to the public sector, is seeking a Pre-Construction Project Manager.

This is an exciting opportunity to play a key role in the successful planning and mobilisation of highways projects. Working closely with clients, colleagues and supply chain partners, you will help deliver safe, efficient and innovative solutions from project concept through to construction readiness.

Job Description

As a Pre-Construction Project Manager, you will lead the planning, design and mobilisation of multiple highways projects, ensuring they are prepared for safe, compliant and effective delivery. You will coordinate a range of pre-construction activities and provide clear project updates to internal and external stakeholders.

Working collaboratively across multidisciplinary teams, you will oversee programme development, risk management and project planning while ensuring all required permits and approvals are secured. This role offers the opportunity to influence project success from an early stage and make a meaningful impact on vital infrastructure schemes.

Key Responsibilities

• Lead the planning, design and mobilisation of highways projects.
• Coordinate pre-construction activities to support successful project delivery.
• Develop project programmes and monitor progress against key milestones.
• Produce phasing plans, construction methodologies and delivery strategies.
• Liaise with street works, permitting and operational teams.
• Ensure licences, permits and compliance requirements are obtained and maintained.
• Manage project documentation, drawings and project registers.
• Build positive relationships with clients, stakeholders and supply chain partners.
• Lead procurement activities and contractor coordination.
• Promote high standards of health, safety and quality across all projects.

Essential Skills / Requirements

• Strong communication skills, both written and verbal.
• Ability to build effective relationships with a range of stakeholders.
• Strong planning, organisational and time management skills.
• Analytical approach to problem solving and decision making.
• Experience developing and managing project programmes.
• Proficiency in project management and planning software.
• Understanding of CDM regulations and their practical application.
• Knowledge of highways legislation, including NRSWA and Traffic Management Act requirements.
• SMSTS certification or equivalent health and safety qualification.
• Experience working within highways, infrastructure or civil engineering environments.
