Your new role

Operating on a hybrid basis as Interim Procurement Officer, you will provide a professional end-to-end procurement service across a varied portfolio of goods and services. You will manage multiple procurement projects simultaneously, taking responsibility for procurement strategies, tender documentation, evaluations, contract awards and supplier feedback.

You will act as a trusted commercial adviser to budget managers and key stakeholders, supporting the development of specifications and challenging requirements where appropriate to achieve best value. This will include analysing tender submissions, completing whole-life cost assessments, producing award recommendations and ensuring procurement activity complies with relevant legislation, internal procedures and audit requirements.

You will also analyse expenditure, identify savings and aggregation opportunities, review existing contractual arrangements and engage with stakeholders ahead of contract expiry dates. The role will involve researching suitable frameworks, supporting collaborative procurement opportunities with other public sector and emergency service organisations, and promoting the effective use of e-tendering and requisitioning systems.

Additional responsibilities will include approving purchase requisitions, supporting stock replenishment activity and contributing to procurement budget monitoring and forecasting.

What you'll need to succeed

To succeed in this role, you will bring strong public sector procurement experience and the ability to independently manage complex tender exercises from initial strategy through to contract award. You will be commercially aware, highly organised and confident engaging with stakeholders at all levels.

Essential requirements include:

  • Working towards MCIPS membership, or able to demonstrate equivalent professional procurement experience
  • Strong experience managing procurement projects and complex tender exercises within the public sector
  • Experience developing procurement strategies, specifications, tender documentation and evaluation methodologies
  • Ability to analyse and structure tender evaluation data, including cost and whole-life costing analysis
  • Proven experience analysing expenditure and identifying savings, efficiencies and aggregation opportunities
  • Good working knowledge of public procurement legislation, contractual responsibilities and governance requirements
  • Experience using e-tendering portals to manage compliant and auditable procurement exercises
  • Strong Microsoft Office skills, including advanced Excel capabilities for analysing and interpreting data
  • Excellent stakeholder management, influencing, communication and organisational skills
  • Commercial awareness and the confidence to challenge requirements and recommend practical procurement solutions

Experience within emergency services, blue-light organisations or categories such as PPE, clothing, facilities management, waste services and operational equipment would be advantageous but is not essential.
