Overview
Our client is a leading refurbishment and planned maintenance contractor delivering long-term social housing frameworks across London and the Home Counties.
Due to continued growth and the award of a major long-term framework, they are looking to recruit an experienced Quantity Surveyor / Project Quantity Surveyor to take commercial ownership of a significant planned works programme.
This is an excellent opportunity for a commercially driven Quantity Surveyor with experience in planned maintenance, refurbishment, or social housing projects. Candidates with previous experience working within framework agreements, particularly NHF Schedule of Rates and Target Price/Target Cost Models, will be highly desirable.
The successful candidate will be supported by an Assistant Quantity Surveyor and administrative support, allowing them to focus on delivering commercial excellence and maintaining strong client relationships.
The Role
The Quantity Surveyor will take full commercial responsibility for a long-term planned works framework covering residential properties, apartment blocks, and Higher Risk Buildings (HRBs).
Working closely with the client and operational teams, you will be responsible for validating properties, pricing works, obtaining client approvals, and managing all commercial activities throughout the project lifecycle.
This role offers a mixture of office, site and hybrid working, providing excellent exposure to both commercial management and framework delivery.
Key Responsibilities
Commercial Management
- Taking commercial ownership of a major planned works framework
- Validating properties and blocks prior to works commencing
- Pricing works and submitting quotations for client approval
- Managing applications for payment and subcontractor payments
- Producing Cost Value Reconciliations (CVRs)
- Managing cashflow forecasts and commercial reporting
- Identifying, pricing and negotiating variations
- Assisting with final accounts and project close out
- Monitoring project profitability and financial performance
- Ensuring compliance with framework and contractual requirements
Framework & Planned Works Delivery
- Working within long-term social housing framework agreements
- Managing planned maintenance and refurbishment programmes
- Reviewing specifications, surveys and scopes of work
- Supporting operational teams throughout project delivery
- Monitoring costs against approved budgets
- Building strong working relationships with client representatives and stakeholders
- Ensuring works are delivered in line with commercial objectives

- Window replacement programmes
- Roofing works
- Brickwork repairs
- Front entrance door replacement
- Electrical upgrades
- Mechanical upgrades
- Scaffolding works
- Planned maintenance works to houses and apartment blocks
- Refurbishment works to Higher Risk Buildings (HRBs)
Communication & Stakeholder Management
- Liaising with clients, site teams, subcontractors and suppliers
- Attending commercial and progress meetings
- Preparing accurate commercial reports for senior management
- Supporting and mentoring the Assistant Quantity Surveyor
- Maintaining positive relationships with all project stakeholders
Requirements
- Proven experience as a Quantity Surveyor within the construction, refurbishment, planned maintenance or social housing sectors
- Experience managing payments, valuations, variations, CVRs and cashflows
- Strong commercial and contractual awareness
- Excellent communication and negotiation skills
- Ability to work independently and manage priorities effectively
- Strong analytical and reporting skills
- Full UK Driving Licence
Desirable:
- Experience working on framework contracts
- Experience with NHF Schedule of Rates
- Experience working within Target Price or Target Cost Frameworks
- Planned maintenance or social housing experience
- Degree qualified in Quantity Surveying or a related discipline
- Experience working on Higher Risk Buildings (HRBs)
- Knowledge of Local Authority or Housing Association contracts
- Residing within London or neighbouring Home Counties
