Job Function / Family

Real Estate Loans : We cover all aspects of Real Estate lending, including loan origination, execution, transaction management, and activity through lending partnerships and alliances. We manage the end-to-end process for loans, involving activities such as: originating and assessing new lending opportunities (including their strategic fit), negotiating deal structures and documentation, structuring loan transactions (including corporate and security structures) with a focus on delivery and recoverability, securing approval and executing transactions (instruction and assessment of comprehensive valuation, property, development, and legal due diligence).

The purpose of the Senior Manager - Development Finance (Origination Development) role is to successfully originate and structure residential development finance transactions through to formal credit approval, ensuring proposals meet eligibility requirements and align with lending aims. This includes ensuring that all transactions are viable, deliverable and appropriately structured to mitigate risk and safeguard Homes England's investment. Transactions must demonstrate value for money and meet the required rate of return criteria for Homes England's investments.

The post holder will engage with a broad range of internal and external stakeholders, building and maintaining strong relationships with key partners across housing and regeneration. The role will focus primarily on supporting SME developers and new market entrants, contributing to greater market diversification and resilience.

Following credit approval and acceptance of Heads of Terms, responsibility for transaction delivery will transfer to the dedicated Transaction Execution Team for fulfilment.

A key aspect of the role is to undertake proactive and targeted business development to generate new opportunities and build a sustainable, high-quality pipeline of convertible transactions. The post holder will be required to:

* Develop and maintain strong relationships with market participants (including investors, lenders, advisers, housebuilders, and sector bodies) to support the origination of a robust pipeline of deliverable work in progress transactions for the National Housing Delivery Fund.
* Support and represent the NHB at external events, promoting its products and objectives, while using marketing channels and social media effectively to showcase transaction activity.
* Identify and bring forward funding intervention opportunities that enable both new entrants and existing developers to grow and deliver projects sustainably.

The role holder improves the efficiency of triage processes, supports the development of clear market communications, and contributes to increasing access to finance for a diverse range of developers.

The opportunity

Responsibilities include:
* Lead early‑stage assessment of development finance opportunities to ensure alignment with eligibility and lending expectations.
* Shape and refine origination and triage processes to improve efficiency, consistency and assessment quality.
* Proactive and targeted business development build a sustainable, high-quality pipeline of convertible transactions.
* Produce high quality, robust credit reports that clearly articulate scheme specific risks and demonstrate appropriate mitigation strategies in line with risk appetite.
* Provide guidance to colleagues by sharing market insight, due‑diligence outputs and professional expertise.
* Contribute to developing clear external communication approaches to explain criteria and strengthen engagement.
* Evaluate development proposals to identify financial, commercial and delivery risks and determine viability.
* Identify inefficiencies within assessment workflows and recommend improvements to enhance outcomes.
* Build productive relationships with external partners to support high‑quality proposal submissions.
* Represent the Agency at industry events, communicating expectations and fostering effective collaboration.

Candidate profile
* Degree level qualification or equivalent experience in finance, banking, investment or real estate.
* Knowledge of residential development finance, including structuring, pricing and funding approaches.
* Knowledge of the UK housing and development market, including relevant investor and developer segments.
* Understanding of financial, commercial and delivery risks associated with development projects.
* Experience assessing and shaping development proposals to determine viability and alignment with funding criteria.
* Experience negotiating or reviewing contracts and applying judgement to risk mitigation strategies.
* Experience of business & loan origination.
