Senior Quantity Surveyor / Commercial Manager - Northern Powerhouse Rail Framework


An excellent opportunity for an experienced Senior Quantity Surveyor to lead the commercial function on a major design framework supporting the delivery of Northern Powerhouse Rail. This role offers the chance to take ownership of commercial strategy, contract management and financial performance across a portfolio of multidisciplinary rail infrastructure commissions.



The Role


As Lead QS / Commercial Manager, you will provide commercial leadership across the framework, ensuring robust cost control, contract administration, change management and reporting throughout the project lifecycle.
Key responsibilities include:

  • Leading the commercial management of framework commissions and work packages.
  • Managing NEC3/NEC4 contracts, including Early Warnings, Compensation Events and change control.
  • Preparing and managing budgets, forecasts, cost reports and estimates at completion.
  • Driving commercial performance, cash flow and value management.
  • Maintaining commercial trackers, risk registers and performance reporting.
  • Supporting project teams with commercial advice, contractual compliance and risk mitigation.
  • Managing subcontractor and JV partner accounts where applicable.
  • Preparing contractual correspondence, notices and supporting dispute resolution when required.
  • Working closely with project controls, planning and project management teams to ensure successful delivery.
  • Acting as the key commercial interface with clients, delivery partners and framework stakeholders.


Requirements

  • Significant Quantity Surveying / Commercial Management experience within rail, infrastructure or major engineering projects.
  • Strong NEC3 or NEC4 contract experience, particularly Options A, C and/or E.
  • Proven ability to manage commercial performance across complex multidisciplinary projects.
  • Experience of change management, forecasting, cost control and commercial reporting.
  • Degree qualified (BSc/MSc or equivalent).
  • Chartered status (MRICS, MCICES or similar) preferred, although candidates actively working towards chartership or able to demonstrate equivalent experience will also be considered.
  • Joint Venture experience advantageous but not essential.
  • Strong leadership, stakeholder management and communication skills.
