Exciting Opportunity for a Waste Operations Manager in Leicestershire


This role will play a key part in supporting the delivery of waste operations across Leicestershire County Council's Household Waste Recycling Centres (HWRCs) and Waste Transfer Stations (WTS).


The successful candidate will be responsible for managing operational teams across multiple waste sites, ensuring safe, compliant, and efficient service delivery. This is a hands-on management role, requiring regular travel between sites and strong experience managing operatives, supervisors, and waste operations teams.
The role will be primarily field based, with travel required across Whetstone RHWS & WTS, Mountsorrel RHWS, and County Hall. There may be some flexibility for occasional home working.


The main duties of the Waste Operations Manager include:


· Managing and supporting operatives, supervisors, operations officers, and wider waste teams across Council waste sites.
· Coordinating recruitment, inductions, training, and development programmes to ensure teams have the skills required to deliver operational objectives.
· Undertaking line management responsibilities including investigations, performance management, and annual performance reviews in line with Council policies.
· Supporting the delivery of training programmes, toolbox talks, and safety briefings.
· Developing, reviewing, and enforcing safe systems of work, risk assessments, and operational procedures.
· Ensuring waste movements are accurately recorded and waste transfer documentation complies with Environmental Permit requirements and Waste Duty of Care legislation.
· Supporting the implementation and monitoring of quality management systems across Household Waste Recycling Centres.
· Managing stock control of PPE, uniforms, equipment, fuel, and operational consumables.
· Handling customer complaints professionally, both face-to-face, over the telephone, and via email.
· Ensuring health, safety, environmental, and operational standards are maintained across all sites.


The Waste Operations Manager will have key experience in:


· Experience managing waste operations, ideally within Household Waste Recycling Centres (HWRCs), Waste Transfer Stations (WTS), or similar environments.
· Previous experience managing and supervising operational teams within the waste management industry or a similar sector.
· Strong knowledge of waste legislation, compliance requirements, and operational procedures.
· Experience delivering training packages, toolbox talks, and safety briefings.
· Experience managing contractors, operational processes, and service delivery.
· Strong understanding of health and safety requirements, risk assessments, and safe systems of work.
· Strong customer service skills with experience dealing with complaints and stakeholder queries.
· Good IT skills, including Microsoft Office and Excel spreadsheets.
· Strong organisational skills with good numeracy and literacy abilities.
· Full UK driving licence, access to own vehicle, and appropriate business insurance.
· A valid and relevant Certificate of Technical Competence (COTC) would be highly desirable.


Working Pattern:


· 37-40 hours per week, Monday to Friday (working pattern agreed with line manager).
· Typical working hours between 8am and 6pm.
· Occasional weekend working may be required.
