Special Projects Programme Manager – Overview
  • An exciting opportunity has arisen with a leading social housing provider for an experienced Special Projects Programme Manager to lead the delivery of a major fire safety and cladding remediation programme.
  • Reporting into senior leadership, you will take ownership of complex capital investment projects from feasibility through to completion, ensuring projects are delivered safely, compliantly, on time and within budget.
  • Working collaboratively across multiple departments, you will play a key role in shaping strategic remediation programmes, securing external funding and providing robust governance across a diverse portfolio of projects.
  • This is a highly influential position that requires strong programme management expertise, excellent stakeholder engagement skills and a thorough understanding of building safety, compliance and capital works delivery.


Special Projects Programme Manager – Key Responsibilities
  • Lead the delivery of fire safety remediation and cladding replacement programmes across a portfolio of residential buildings.
  • Manage projects through all stages, from feasibility and procurement through to commissioning, handover and operationalisation.
  • Develop and oversee multi-year capital investment and remediation plans.
  • Ensure compliance with all relevant building safety, procurement and regulatory requirements.
  • Manage project governance frameworks, risk registers, change control processes and performance reporting.
  • Prepare reports and presentations for senior leadership teams and board-level stakeholders.
  • Lead procurement activities and support the appointment of consultants, contractors and strategic delivery partners.
  • Monitor programme budgets, funding allocations and expenditure to ensure effective financial control.
  • Support the submission of external funding applications and maintain a pipeline of future funding opportunities.
  • Provide leadership and support to direct reports, promoting a high-performing and collaborative team culture.
  • Build strong relationships with internal stakeholders, consultants, contractors and residents.
  • Conduct post-project evaluations and embed lessons learned into future project delivery.


Special Projects Programme Manager – Applicant Essentials
Essential
  • Extensive experience delivering capital works, fire safety remediation or major works programmes within a social housing provider or related property environment.
  • Strong programme and project management experience across multiple workstreams.
  • Excellent knowledge of building safety, fire safety and cladding remediation projects.
  • Experience managing project governance, risk management and change control processes.
  • Strong commercial awareness with experience managing budgets and delivering value for money.
  • Knowledge of procurement and contract management processes.
  • Excellent stakeholder management and communication skills, with the ability to present technical information to a wide range of audiences.
  • Experience managing consultants, contractors and multidisciplinary teams.
  • Strong understanding of relevant legislation, regulations and industry best practice, including CDM and Building Safety requirements.
  • Experience preparing reports for senior leadership and board-level governance groups.


Desirable
  • Project management qualification such as PRINCE2, APM or equivalent.
  • Professional qualification within construction, surveying, building safety or a related discipline.
  • Experience securing and managing externally funded capital projects.
  • Knowledge of social housing asset management and investment programmes.
