TOC Development Director Opportunity with the Civil Works Alliance (CWA), Supporting Sizewell C
As part of the CWA (Civil Works Alliance), you will support the building of Sizewell C. Sizewell C will be a 3.2-gigawatt power station generating low-carbon electricity for around 6 million homes and will play a key role in our energy future, supplying reliable, clean electricity for at least 60 years. This role will be within the CWA Wide Section.
What will you do?
The CWA TOC Development Director is a senior leadership role responsible for establishing and operating a robust, autonomous Target Outturn Cost (TOC) assurance capability within the Civil Works Alliance. This role ensures the LOD-0 assurance process functions as a true CWA-owned quality gate, validating every TOC package before submission to Sizewell C LOD-1. The position drives a shift from "submit to progress" to "assure before submit," protecting the SZC IWS Baseline and strengthening governance credibility.
Key responsibilities will include:
- Owning and operating the CWA LOD-0 assurance process, defining and enforcing evidence standards
- Chairing LOD-0 TOC Assurance Reviews and confirming readiness for SZC release
- Ensuring LOD-0 assurance tests scope, cost, schedule, risk, deliverability, nuclear assurance, quality, procurement, logistics, and construction readiness
- Preventing immature or poorly evidenced OCD packages from submission
- Ensuring TOC alignment to the SZC IWS Baseline Schedule, Sequence, and Budget
- Challenging risk allocation and preventing inappropriate risk transfer to the SZC client
- Providing independent challenge to CWA leaders on TOC quality, maturity, and baseline alignment, with authority to stop progression where inadequate
- Establishing the CWA TOC Assurance Plan and defining mandatory evidence requirements
- Maintaining forward submission schedules aligned to NTS/NTP needs
- Chairing weekly readiness reviews and providing monthly reporting on assurance quality, rework trends, and risk patterns
- Ensuring package assumptions, interfaces, cost estimates, schedules, and risk registers are coherent and mutually aligned
- Demonstrating procurement, manufacturing, logistics, and construction readiness within TOC submissions
- Engaging with SZC TOC Assurance, Project Controls, Commercial, Finance, Engineering, and Nuclear Assurance functions
What are we looking for?
You will be an exceptionally experienced senior leader with a proven track record in nuclear or high-assurance regulated infrastructure environments. You will bring deep expertise in TOC development, staged gate assurance processes, and major package governance, combined with the authority and judgment to challenge senior leaders constructively whilst maintaining rigorous assurance discipline.
Essential Knowledge, Skills and Experience:
- Degree qualification in Engineering, Construction Management, Project Controls, or related discipline
- Professional membership in a relevant discipline
- Significant experience governing major package submissions through complex staged gate processes
- Proven experience in nuclear or high-assurance regulated infrastructure environments
- Strong understanding of PAA, RAB, and LOD-based governance frameworks
- Strong background in assurance, delivery, commercial, or controls leadership on major projects
- Demonstrable experience in complex infrastructure or EPC environments with multidisciplinary interfaces
- Proven track record improving submission quality, governance, and first-time approval rates
- Deep understanding of TOC development and major package assurance processes
- Strong knowledge of engineering, procurement, manufacturing, logistics, construction, and completions
- High literacy in scheduling, cost, risk, baseline control, earned value, and forecast integrity
- Ability to challenge cost build-up, risk allocation, assumptions, and Value for Money positions
- Proven ability to challenge senior leaders constructively and with authority
- Strong governance, reporting, and communication skills with ability to engage senior stakeholders
- Excellent judgment in determining readiness and escalation thresholds
Desirable Qualifications and Experience:
- Chartered status (MICE, MRICS, or equivalent)
- Experience in nuclear, utilities, rail, defense, or major civil infrastructure
- Knowledge of Sizewell C or similar major program controls environments
- Experience leading insurance within alliance or collaborative delivery models
- Track record delivering transformational governance improvements
