About the Role
An exciting opportunity is available for a Buyer to support tendering, pre-construction and project delivery activities across Suffolk, ahead of future opportunities being awarded.
The Buyer will play a key role in the effective procurement of materials, plant and services, ensuring project requirements are secured safely, ethically and competitively. Working closely with procurement, commercial, estimating and operational teams, you will develop compliant sourcing strategies, manage supplier enquiries and quotations, support negotiations and maintain accurate procurement records to deliver best value and programme certainty.

Key Responsibilities
Support the development and delivery of project procurement schedules and package strategies aligned with programme, budget and operational requirements.
Prepare and issue compliant enquiries for materials, plant and services, ensuring scopes and commercial requirements are clear.
Source capable suppliers through approved supply-chain channels, promoting competition, resilience and responsible procurement.
Coordinate tender returns, complete bid comparisons and identify qualifications, exclusions, risks and opportunities for review.
Support commercial and technical negotiations to secure best value, clearly recording agreed terms and maintaining a robust audit trail.
Prepare procurement recommendations and approval documentation in line with governance, delegated authority and ethical procurement requirements.
Raise and administer purchase orders and subcontract documentation accurately, ensuring commitments are approved before instruction.
Maintain procurement trackers, package status reports, savings records and accurate supplier information within relevant systems.
Monitor supplier performance, delivery dates and emerging risks, escalating issues and supporting corrective actions.
Work collaboratively with estimating, design, commercial, planning and delivery teams to ensure procurement decisions reflect the full project requirement.
Support early supplier engagement, market testing and the identification of alternative products, methods and supply-chain solutions.
Ensure suppliers provide required insurances, accreditations, health and safety information, sustainability evidence and other pre-contract records.
Promote social value, carbon reduction, modern slavery compliance and responsible sourcing considerations throughout procurement activity.
Build effective, professional relationships with internal stakeholders, suppliers, subcontractors and framework partners.
Promote integrated working and a one-team ethos, sharing market intelligence and supporting the development of colleagues.

About You
We are looking for an organised and commercially aware Buyer who can manage multiple procurement packages while maintaining a strong focus on quality, compliance and delivery.
Essential Requirements
Relevant experience in procurement, buying, supply-chain coordination or a commercial role, ideally within construction, infrastructure or engineering.
Ability to prepare enquiries, analyse quotations and present clear, evidence-based procurement recommendations.
Good commercial awareness, with an understanding of cost, value, risk and contractual commitments.
Strong organisation and attention to detail, with the ability to manage multiple procurement packages against deadlines.
Confident written and verbal communication skills, including effective engagement with suppliers and project stakeholders.
Proficiency in Microsoft Office, particularly Excel, Word, Outlook and Teams.
Commitment to ethical conduct, confidentiality, health and safety, sustainability and compliance with company procedures.
Desirable Requirements
Working towards, or holding, a recognised procurement or supply-chain qualification such as CIPS.
Experience procuring subcontract works, construction materials, plant or professional services.
Familiarity with construction contracts, scopes of work, tender comparisons and purchase order systems.
Knowledge of procurement governance, supplier due diligence, responsible sourcing and supply-chain risk management.
Experience supporting major infrastructure or highways projects.
